NEW YORK. — A spokesman
for- the New York Police Depart-
ment said Tuesday that "it was
hard to say" whether any sub-
stantial number of the. city's 1,-
300 Jewish policemen would be
able to arrange "swaps" with non-
Jewish officers so they could be
off on Rosh Hashanah.
He said that "we are working
on the problems," but refused to
estimate whether the effort would
have any great success.
The official stand of Police
Commissioner Stephen Kennedy,
which he reaffirmed Monday
night after a stormy meeting with
Mayor Robert F. Wagner, was
that his order that Jewish police-
men would have to work because
of security needs remained in
force.
The order mobilizing the 24,-
000-men police force was oc-
casioned by the visit to the

reporters without any comment.
The mayor emerged from the 25-
minute meeting declaring that
Kennedy was the "Police Com-
missioner and I'm the Mayor and
everybody in the city had better
understand that too."
Commissioner Kennedy then
met with members of the New
York Board of Rabbis for two
hours, during which the rabbis
urged the commissioner to give
Jewish policemen the customary
time off for religious observance.
The Rabbis said the • proposed
"swaps" were unsatisfactory be-
cause those Jewish officers who
could not make such shifts would
have to work during Rosh Hash-
anah.
Patrolman John Cassese, pres-
ident of the Policemen's Benevo-
lent Association, said that "cer-
tainly there must be some way
to get days off for 1,300 Jewish
policemen on a force of 24,000
men. We realize that this is a
crucial time and Commissioner
ennedy needs men, but Chris-
Ian officers are only too glad to
substitute."
Non-Jewish policemen were re-
ported by precinct officers to have
started volunteering to work dur-
ing Rosh Hashanah. The offers
were made in response to appeals
sent out over the police teletype
network by Msgr. Joseph Dunne,
Roman Catholic chaplain of the
Police Department's Holy Name
Society, and relayed to all police-
men of all Christian faiths by
delegates of the Policemen's
Benevolent Association.
