JERUSALEM. — Prime Min-
ister David Ben-Gurion does not
intend to attend the United
Nations General Assembly,
which convenes Sept. 20, the
spokesman for the Premier's
office here declared Tuesday.
The decision on whether Ben-
Gurion would go to the UN
Assembly this year has been on
an "on and off" basis the last
few days.
Earlier, it had been an-
nounced that Israel's Foreign
Minister Mrs. Golda Meir would

President Kwame Nkrumah and

Ben-Gurion is on a two-week
vacation now. However, from
his vacation place he is con-
ducting the affairs of the prime
minister's office and the work
of the defense ministry which
he also heads. He is also ex-
pected to attend the next cabi-
net meeting next Sunday when
government instructions are to
be framed for this year's dele-
gation to the General Assembly.

Enraged by Sen. Kennedy's
address to the Zionist Organiza-
tion of America convention, the
Arab Ambas'sador called on 4,000
Arab students, all foreign na-
tionals, to work in the United
States election campaigns against
Israel and Jewish interests.
How can a foreign ambassa-
dor legally instruct his na-
tionals to "combat" a political
candidate in another country?
There has been enough diffi-
culty with American bigots in-
jecting religious issues into the
election without the UAR Em-
bassy entering the fray.
The State Department has ob-
tained the text of the Ambassa-
dor's vocal intrusion into the do-
mestic American scene. Even pro-
Arab officials in the Department
were dismayed, not so much at
the content but because of the
crudity.
Addressing a national meeting
of Arab 'students in Washington,
Ambassador Kamel told them "it
is your duty" to do propaganda
work in the election. He instruct-
ed holders of temporary student
visas on how to agitate against
political candidates and a section
of the American public.
The State Department, eager
to avoid a diplomatic issue with
the Nasser regime, has re-
mained cautiously silent, de-
clining all comment on the

Substantial gains were re-
corded in the battle of school
officials against overcrowding.
The new school term
opened with 450 "second
shift" classes which are held
in the afternoon for lack of
classroom space.
There were 5'77 such classes
last year and 789 in 1958. The
progressive decrease was
achieved despite population in-
creases from natural growth
and from immigration.
The current high school en•
rollment was reported at 73,-
000 compared with 61,000 in
the previous year.
Attendance at Arab schools
also was increased, with 35.000
Arab children in elementary
schools and 5,000 in state kin-
dergartens.
