cussed the possibilities of es-
tablishing additional plants in

Israel Asked for
Scientific Aid by
African Countries

JERUSALEM — Fifteen dele-
gations from African and Asian
countries attending the inter-
national conference of scientists
at Rehovot have asked for scien-
tific instruction and technical
assistance from Israel, Abba
Eban, Minister of Education,
told a press conference wednes-
day.
He said the requests were
principally for the sending of
experts to those countries and
for the granting of scholarships
for study in Israel in the fields
of health; industry, agriculture,
general development and edu-
cation.
It was disclosed that Dr. Gi-
churu, president of the National
Union Party of Kenya, will ar-
rive - in Israel next week as
guest of the government. The
Kenya leader emerged last year
as the most likely candidate to
become premier of his country
when it receives self rule.

States in connection with his
agreement with the Fairbanks
Whitney Company of Chicago,
which has signed an agreement
to develop an operational plant
for use of his process.

proposed to the conference an
Eleventh Commandment:
"Thou shalt keep your land
to work it and prevent its
being swept away and it will
yield blessed crops".
The addresses by Dr. Zarch-
in and Prof. Lowdermilk high-
lighted sessions Monday which
centered on land reclamation,
irrigation through various sys-
tems, including artificial rain,
and water desalination.
Australian experts on meth-
ods of producing artificial rain
reported that successful experi-
ments had already been carried
out in Eastern Australia, and
suggested the possibility of pro-
ducing artificial rain in ade-
quate quantities in the not-too-
distant future.

REHOVOT, (JTA) — Afri-
can scientists attending the In-
ternational Conference on the
Role of Science in the New
States; currently under way
here at the Weizmann Institute,
were advised by one of Israel's
top scientists to build solar
energy plants for the genera-
tion of electric power. He
elicited deep interest with the
details- of Israeli experience in
that new source for power.
Dr. Henry Zwi Tabor, direc-
tor of the National Physical
Laboratory of Israel, told the
scientists and statesmen from
29 underdeveloped Asian and
African countries at the parley
that, because of the abundance
of sunshine in their areas, the
use of solar energy has imme-
diate practical significance for
their areas.
Dr. Tabor described a solar
energy power station, built on
a principle developed here,
which can produce electric
power at a low cost. The cost
of the installation, he said,
would be between $1,000,000
and $1,200,000. All that is need-
ed for the process, Dr. Tabor
said, is ample sunshine, a flat
area and cheap salts. The sci-
entist reported that Israel's ex-

perimental solar energy sta-
tion, at Sdom, is "very suc-
cessful," and can produce 6,000
kilowatts.
Prior to Dr. Tabor's address,
the parley was told by European
experts on atomic energy that
the use of nuclear sources of
energy for generation of power
is a process that is "not yet
ripe"- for their needs. Dr. J. A.
Jukes, economic adviser to the
British Atomic Energy Agency,
advised the scientists from un-
derdeveloped lands to conduct
research on the use of atomic

energy for generation of power,
but to make use of other
sources of energy in the mean-
while.

Chad Minister Asks
Arab-Israel Amisty

JERUSALEM, (JTA) — The
conflict between the Arab states
and Israel is "but a family quar-
rel that can be resolved with
the assistance of the good will
of cousins, close or distant,"
Gabriel Lisett, deputy Prime
Minister of the Chad Republic,
declared at a press conference
on the Role of Science in the
Development of New States,
currently under way at Rehovot.
The benefits of good relations
with I s r a e I, said the Chad
statesman, could be made clear
to the • emergent - African na-
tions, if presented properly.

to - Israel. he declared,

entists and statesmen from 29
countries, asked the dominant
Mapai Party of Israel, at a re-
ception by Mapai's Central Com-
mittee, to act as mediator
between the Socialist parties of
the underdeveloped countries
and the Socialist parties of
Europe. Mapai is a member of
the international Socialist con-
ferences of both Europe and
Asia.
Israel said Koirala, could pre-
vail upon the European Social-
ists to aid underdeveloped lands
like Nepal. The Chad Premier
lauded Israel's hospitality, de-
claring "when I am in Israel,
I do not feel as a stranger."

Congo President Is
Welcomed in Israel

JERUSALEM, (JTA)—Presi-

'dent Abbe Fulbert Youlou of
the Congo Republic (formerly
the French Congo) arrived here
Sunday -for a week's state visit.
He is the first head of state to
visit Israel while in office. He
was met at the airport by Prime
Minister David Ben-Gurion and
top Government officials.
Youlou called on Israeli Pres-
ident Izhak Ben-Zvi and Pre-
mier Ben-Gurion was guest of
honor at President Ben-Zvi's
residence. The visiting head of
the African state presided over
Tuesday's session of the Inter-
national Conference on the Role
of Science in the Development
of New States at Rehovot.
