Medical Center Dedicated Shaltiel Is Blamed for Loss of Old Jerusalem City Ben-Gurion Hails Henrietta Szold as U.S. Jewry's Greatest Woman JERUSALEM, (JTA) — Charges that Brigadier David Shaltiel, who was wartime com- mander of besieged Jerusalem, made mistakes which led to the loss of the Old City's Jewish quarter to the Arabs provoked a request in the Knesset for the appointment or a parliamen- tary committee of inquiry. The charges were made by Dov Jo- seph, member of the Jewish Agency executive and wartime Governor of Jerusalem, in a book of memoirs published here. The request for an inquiry was made by the Herut Party. In his book, Dr. Joseph ex- presses the opinion that the Old City of Jerusalem could have been held and its siege by the Arabs could have been lifted by capturing the entire area during the War of Libera- tion in 1948. Dr. Joseph levels his most .severe criticism at Brigadier Shaltiel. "It is my opinion one of the fundamental mistakes of Shal- tiel was that he failed to ap- prise the situation of the Jewish quarter defenders and the suc- cess of our forces in the new city created among us the be- lief that our men in the Old City would also be able to stand up until we could relieve them by a breakthrough," Dr. Joseph charges. If he had known of the true situation, Dr. Joseph writes, he would have asked Ben-Gurion to transfer some special com- mando units from the Tel Aviv area to Jerusalem. Shaltiel rejected criticism of his tactics saying he was pri- marily responsible for. the de- fense of 100,000 Jews in the new city and only secondarily to capture the Old City. Dr. Joseph agrees this was, basically correct but charges the attempt to capture the Old City would not have been contrary to this primary responsibility. The author claims that only after the Jewish quarter had fallen did he learn that there were still considerable stock- JERUSALEM, (JTA) — The $25,000,000 Hadassah-H e b r e w University Medical Center was dedicated Aug. 3 at Kiryat Ha- dassah, on the western outskirts of Jerusalem. Speakers at the dedication ceremonies were Prime Minister David Ben-Gurion; Ogden Reid, United States Ambassador to Israel; Dr. Miriam K. Freund, national president of Hadassah, the Women's Zionist Organiza- tion of America; Professor B. Mazar, president of the Hebrew University in Jerusalem, and Dr. Kalman J. Mann, director general of the Hadassah Medi- cal Organization. Consolidated in the Medical Center will be all of Hadassah's medical, clinical, diagnostic and research facilities presently in Jerusalem. It will include a 500-bed teach- ing hospital with service labora- tories; a separate mother and child pavilion for maternity and infant care; an outpatient depart- ment, capable of handling more than 200,000 patient visits annual- ly; the Hebrew University-Ha- dassah Medical School, Israel's only medical school, and the Hen- rietta Szold School of Nursing and Residence. In all, the Medical Center com- plex will comprise 17 structures. Premier Ben-Gurion paid tri- bute to the late Henrietta Szold, founder of Hadassah. He de- scribed Miss Szold as "not only the greatest woman American Jewry has produced but undoubt- edly one of the most noble per- sonalities of our generation." The dedication ceremony co- incided with the 100th anniver- sary of Miss Szold's birth. Ben-Gurion congratulated the Hadassah leadership for the proj- ect and expressed confidence that the new medical center would attract the finest of Jewish scien- fists and medical men from all countries and especially from the United States: Lauding Hadassah members for the great things they had done in the past, the Premier declared, however, that that was only part of what lay within their power. "It is not only the number of dollars that you invest in con- structive enterprises in Israel for which you will be able to claim credit," he declared, "but for the number of sons and daugh- ters that you will bring up to take part in building the re- generated Jewish people which is arising anew." * * * Israel Consul Lauds Hadassah NEW YORK, (JTA)—Dedica- tion of the Hadassah - Hebrew University Medical Center was marked by a special celebration at Hadassah House in which 150 leaders and active members of the organization participated. Binyamin Eliav, Consul Gen- eral of Israel in New York, told the assembly that "to the Jews of Palestine—now the citizens of Israel—Hadassah is the visi- ble evidence of American sup- port,. scientific and technologi- cal achievement and the will of dedicated Zionists to make these available to Israel. "The objective of Hadassah has been to serve in the fullest sense of the word. Not service for one people, but for all in the area: Christians, Moslems and Jews have been the bene- ficiaries of Hadassah's imagina- tive and skillfully-administered health program." He said that "Hadassah has helped to make Israel the most medically advanced country in the Middle East." Skvirer Hassidim Form Village Near Spring Valley, - N .Y.; Elect Mayor NEW YORK, (JTA) — Fol- lowers of Rabbi J. J. Twersky, the Skvirer Rebbe, voted to in- corporate their community near Spring Valley, N.Y. as a village, to be known as New Square, the Americanized form of Skvir, the town in Russia which was the birthplace of the leader of the Hassidic sect. The village became the 12th in Rockland County, N.Y., and the first to be incorporated since 1929. The residents voted unanimously in favor of incorporation. The first family from among the followers of Rabbi Twersky moved into the new community in 1957 after the site for the entire village was purchased from a dairy farmer. Sixty-nine houses have since been built, and are occupied today by '79 families numbering 539 persons. The synagogue is not yet completed and daily and Sab- bath services are being held in the roofed-over basement struc- ture which village residents hope to complete in the near future. Two of the 69 Cane Cod houses serve as school facilities for the village's 350 children. Residents of New Square are expected to hold elections later this month when a mayor and four trustees will be named. Dr. Joseph also criticizes former Foreign Min- ister Moshe Sharett for being too scrupulous about observing United Nations' orders and in- structions while the Arabs dis- regarded them. Brigadier Shaltiel declined to enter into debate with Dov Joseph. Asked for comments, Brig. Shaltiel, who now heads the Foreign Ministry's department combatting the Arab boycott of Israel, said that he had respect for Dr. Joseph during the war and still had respect for him. He pointed out that Dr. Joseph never mentioned his charges to him personally neither during the War of Independence nor since. Declaring that he had not yet read Dr. Joseph's book but had read only excerpts published in the press, Brig. Shaltiel implicit- ly ridiculed the contention that Dr. Joseph was unaware of how desperate was the situation of the defenders of Old City's Jewish quarter. Premier David Ben-Gurion asked the Knesset to reject a Herut Party motion for appoint- ment of a parliamentary corn- mittee to investigate the circum- stances of the Arab capture of the Old City of Jerusalem dur- ing the liberation war of 1948. The Herut introduced the resolution after publication of Joseph's book of memoirs. The role of Rabbi Twersky fol- lowing election of officers pro- bably will continue to be one of advisor, in spiritual and other matters. While nearly all residents of the community are hassidim of Rabbi Twersky, leaders of the group have emphasized that all persons will be welcome to live in the village.
