West Germany to Ask
Mengele's Extradition

BONN. — The West German
government plans to ask Brazil
to extradite Dr. Josef Mengele,
if reports that the former Nazi
physician fled there from Ar-
gentina are verified, it was re-
ported Tuesday.
West Germany had asked the
Argentine government to extra-
dite Mengele who is charged
with atrocities in World War II
concentration camps. He was
reported to have gone to Brazil
with an Argentine passport un-
der an assumed name.. It had
been repOrted in Buenos Aires
that Mengele was expected to
go to Switzerland from Brazil.

The European Scene
A look at Jewish communal life in Paris, or any other city
in Western and Central Europe, gives one the impression that
Jewishness, as it is maintained there today, depends to a great
extent on American Jewry ... Also—though in a different way
—in Israel . . . The thread of organized Jewish communal life
is thin in France, Italy, Belgium, l]olland, Germany, Austria
and the Scandinavian countries . . . It is in danger of coming
to an end within one generation, if not fortified with financial
aid and guidance from American Jewry . . . This is due partly
to the inroads which intermarriage is making into Jewish life
in Europe, partly because the lack of Jewish spiritual leaders
in most of the European communities and partly because the
post-war youth has no Jewish education . . . The picture was
vividly presented at the international conference on - Jewish edu-
cation in Paris which was attended by Jewish educators and
communal leaders from various countries.

American Efforts
The Joint Distribution Committee is playing an important
role in strengthening Jewish cultural, religious and communal
life in the European countries . . . Effective aid is being given
by the JDC which helps in the building of synagogues, schools
and Jewish centers with funds partly provided also by the
Jewish Claims Conference . . . This American . Jewish aid is
gratefully acknowledged by all those in Europe who are deeply
interested in developing a normal Jewish spiritual life with
Jewish institutions and a Jewishly conscious youth . . . HoweVer,
the lack of rabbis, teachers, and communal workers is severely
hampering the development of Jewish educational and religious
activities .. . The affected Jewish communities are, therefore,
being helped by the JDC not only financially, enabling them
to establish schools for their children and to educate Jewish
adults ... Lending a helping hand in the work of promoting
closer cooperation among the communities in Europe in the
fields of religion, education and culture is the American Jewish
Committee . . . Jointly with the Alliance Israelite, it publishes in
Paris a monthly organ, "Community," devoted to this task .. .
Thus, American Jewry is really a strong factor in helping Jews
in Europe to revive and strengthen the spirit of Jewishness .

JERUSALEM—Israel has met
and in some cases exceeded in
three years production targets
set in the four-year forecast of
industrial development pub-
lished in 1957, Michael Tsur,
director general of the Ministry
of Commerce and Industry, re-
ported Wednesday.
He said the 1957 forecast for
total investment in the 1956-
1959 p e r i o d was 435,000,000
pounds — about $220,000,000—
and actual investment in • that
period was 563,000,000 pounds
—about $290,000,000.
Industrial output was expect-
ed in 1959 to reach 194,000,000
pounds — about $100,000,000—
and actually totalled 250,000,000
pounds—about $130,000,000, he
reported.
As an example of an unex-
pected success, Tsur disclosed
officially that in 1953 the Is-
rael government approved the
establishment of two tire fac-
tories by what he called "an ad-
ministrative misunderstanding."
The intention had been to ap-
prove building of one tire fac-
tory, in the belief that one plant
could easily supply more than
the estimated 3,000 tons of tires
Israel then needed annually.
He said the two plants were
currently manufacturing four
times the estimated original an-
nual need and that the compa-
nies are successfully marketing
Israeli Influence
Another factor in keeping Jews conscious of their Jewish-
ness is Israel . . . Israel cannot send rabbis or teachers to
these communities, because Israel itself needs more teachers
for a constantly growing population .. . However, the spirit of
Israel is strongly felt among many of the Jews in Europe who
survived Nazism and who would like their children to remain
Jewish . . The existence of Israel embassies, legations and
consulates in the European countries serves by itself as a
stimulating factor in making Jews there aware of -their
Jewishness.

ship and Immigration, -that the
Government is pr epar e d to
make a special provision for
the admission' of immigrants
from .Morocco and Tunisia
where they have close relatives
in Canada able and- willing to
sponsor them.
"The Department will accept
applications by Canadian resi-
dents for the admission from
Morocco and Tunisia of the
same classes of close relatives
admissible from Israel, that is:

the case may be, the father, the
mother, the grandparent, the
unmarried orphan nephew or
niece under 21 years of age, the
fiance or fiancee," the Minister
informed the Canadian Jewish
Congress.
"The Department will also
deal with unsponsored cases of
exceptional m e r it from these
countries who may apply
through the British consuls or
forward their aplications direct
to Immigration Branch Head-
quarters in Ottawa for consider-
ation. In both types of cases,
Orders-in-Council will be sought
for authority to grant admission
in individual cases where nec-
essary.
"It will not be necessary for
the Canadian Jewish Congress
or Jewish Immigrant Aid Soci-
ety to accept responsibility for
these cases" the Minister stip-
ulated. "In the sponsored cases
the sponsors 'themselves will
accept the usual responsi-
bilities; in the unsponsored
cases of exceptional merit the
prospective immigrants them-
selves will be assessed and if
admitted, will be treated as
other unsponsored immigrants
to Canada."
The Minister added that the
arrangements which he outlined
"will also apply to other minor-
ity groups in Morocco and
Tunisia as well as persons of
Jewish origin."

siderable expansion of capacity
was needed to make price cuts
possible.
