WASHINGTON (JTA)—Sen- ator Jacob K. Javits of New York served notice that he would in future refuse to sup- port unsatisfactory immigration bills and would offer amend- ments "even if it kills the bill." The New Yorker protested tactics used annually in connec- tion with immigration bills by which advocates of more liberal measures are warned that they must support whatever slight improvements are offered or face the prospect that even this measure would be withdrawn. Other Senators expressed sup- port of the New Yorker's posi- tion. Senator Javits quoted from the immigration planks on the platforms of both parties, which pledged themselves to liberal- ize the immigration laws and drew a pointed contrast be- tween these pledges and the realities as illustrated by the joint resolution cleared by the CongreSsional committee and sent to the White House for signature. The measure applies to refu- gees now under the care of the United Nations High Commis- sioner for Refugees and is meant to define the American contribution to the concerted international effort to solve the refugee problem. It was pushed through the House by Rep. Francis E. Wal- ter of Pennsylvania, and through the Senate by James 0. East- land, of Mississippi. It will ad- mit one-fourth the aggregate number admitted by other na- tions. It is estimated that this number will not exceed 6,000 over a two-year period. Ben-Ari New Director of El Al The management of El Al Israel Airlines announces the appointment of M. Ben-Ari as deputy managing director (com- mercial) at the company's head Office in Tel Aviv. He replaces the late Dr. . Rywkind who had held this appoint- ment.since the e s t ablishment of El Al. Ben- : Ari was born in Transylva- nia and be- came a mem- ber of a col- lective settle- ment when he came to Israel in the '30s. He is a graduate of the Hebrew M. Ben-Ari University. He joined El AI at an early stage as airfreight manager, and has for the last several years been director of sales. 1,000 Investigated by War Crimes Commission STUTTGART, (JTA) — Pre- mier Kurt Georg Kiesinger told the Baden- Wurtemberg Diet that the Central War Crimes Commission, which has its headquarters here, has in- vestigated 310 Nazi war crimes and about 1,000 persons accused of having a role - in them since the commission's establishment in December, 1958. In all cases where crime had been established, he said, the commission had referred the cases to the competent local prosecution authorities. The commission, he said, made spe- cial efforts to act in cases be- fore the statute of limitations on manslaughter charges en- tered into effect. The commission is currently investigating 275 "crime com- plexes," the state official said.
