JERUSALEM, (JTA) — An American Zionist Congress will be convened next November by the American Zionist Council, Rabbi Irving Miller, AZC presi- dent, told the plenum of the Jewish Agency executive. He made the announcement after a report was given by Mrs. Rose Halprin on the Jewish Agency's activities in the field of Zionist organization in the United States. The plenum decided to send teams to America to engage in Zionist organizing and propa- ganda work on the eve of the American Zionist and World Zionist congresses. The decision was taken at the conclusion of a discussion on the problems of the American Zionist move- ment. It stressed that propa- ganda and organization work will be the sole task of these teams, possibly to underscore the fact that the groups would not engage in fund-raising ac- tivities. T h e executive's resolution hailed the new program of ac- tivities of the American Zionist Council and welcomed the Council's decision to convene an American Zionist Congress. The executive also expressed support of the idea of forming a Zionist Council—similar to that in the United States— in other American countries. The plenum also named a committee of 14 members, in- cluding seven members of the executive and seven represen- tatives of Zionist parties • to draft the final details of the agenda for the 25th World Zionist Congress which will be held here in December. U.S. Education Office Includes Hebrew in National Defense Studies WASHINGTON, (JTA)—The United States Office of Educa- tion made known that modern Hebrew has been designated among 18 languages selected as deserving special attention by a national conference of Near and Middle East language experts conducted by the Modern Lan- guage Association of America. Announcement was made that approximately $1,400,000 of cur- rent appropriations are being expended for support of Near and Middle East language and area studies under • National Defense Education Act pro- grams. For 1960-61, two centers are designated to teach modern Hebrew. They are the universi- ties of Utah and California. A center for modern Hebrew sup- ported by the program exists at Harvard University. Refer- ence grammars of both spoken and modern literary Hebrew will be prepared, one by Prof. Haim Blanc of the Hebrew University in Jerusalem work- ing under supervision of the Center for Applied Linguistics of the Modern Language Asso- ciation of America, the other by Prof. Gene Schramm of the University of California at Berkeley. Modern Hebrew was placed on a par in importance with such languages as modern Greek, Turkish, and Pashto, the Afghan national tongue. A total of 38 language fellowship awards in Arabic were made for the 1960-61 academic year. Nine similar awards were made for study of Hebrew, eight for Persian, and six for Turkish. Tobin, executive director of the Port of New York Authority, Tobin revealed here after returning from Israel. Since Tobin went to Israel to survey the port situation there at the request of the Interna- tional Bank for Reconstruction and Development, financial cir- cles here today expressed the belief that the World Bank would now approve a long- pending Israeli application for a multi-million dollar loan.
