The Council is expected to meet on the issue early next week. The request for a Council meeting was made Wednesday morning in a note handed personally to this month's president of the Council, Dr. Tingfu F. Tsiang of China, by Argen- tina's delegation head, Dr. Mario Amad eo. After seeing Tsiang, .Amadeo con- ferred on the issue with Secretary General Dag Hammarskjold. Later, he was to meet with other members of the Council. Argentina is currently a member of the Council. Israel's Foreign Minister Golda Meir held a two hour conference concerning the Eichmann case, Tuesday, with Dr. Amadeo, in the private apartment of the head of the Uruguayan delegation, Dr. Enrique Rodriguez Fabregat. She declined to comment upon the results, other than remarking that "we had a very pleasant talk." She said she did not know whether she would hold another meeting With the Argentinian spokesman. Dr. Fabregat, on the other hand, expressed hope for some sort of agreement. `Croatia's Adolf Eichmann' 'Why Is Andrija Artukovic Still at Large in the U.S.? BY MILTON FRIEDMAN : - (Copyright, 1960, Jewish Telegraphic Agency, Inc.) 'WASHINGTON — What about "the Adolf Eichmann of Croatia"? The dramatic Israeli capture of Eichmann has revived- the • issue of Andrija Artukovic, Croatian Nazi police head, who is living luxuriously in California: Artukovic has poked derisive humor at long-snarled extradition proceedings. Washington experts on Balkan aspects of World- War H were amazed at an event in Congress. Congressional tribute was- Paid to Artukovic's Croatian Nazi "Ustachi" military forces. The' Ustachis zealously collaborated with German war criminal Eichmann in the mass murder of Yugoslav Jewry. Artukovic played a leading role. Praise for the Ustachi Nazis came from Rep. Frances P. Bolton, Ohio Republican. Croatian Fascist propaganda was printed in the Congres- sional Record at Rep. Bolton's request. It sought to link . pro- Hitler Ustachis killed by the Yugoslav Resistance with Ameri- can war dead honored on Memorial Day. The Bolton insertions alleged that Allied forces were res. ponsible for a crime of "genocide" against Ustachi Nazis, ThiS propaganda emanated from the so-called "United American Croatians of Cleveland" and included excerpts from the "Croatian Franciscan Press." A satellite of Nazi Germany, the Ustachi government, ex- ercising local control in Croatia in cooperation with the Nazis, declared war on the United States in 1941. The Ustachis mur- dered American airmen who bailed out over Yugoslavia from planes damaged in the mass raids on the Romanian oilfields. Aided by the Gestapo and SS Corps, Ustachi forces liquidated Jews, Serbs and other anti-Nazis. Terming the defeat of pro-Nazi forces- in Croatia a "tragic era," Rep. Bolton commended the Ustachi propaganda. Rep. Bolton, a member of the House Foreign Affairs Committee, is also on record as espousing pro-Arab and anti-Israel views. Anti-Nazi Americans of Yugoslav origin, including Jews, are shocked by Rep. Bolton's homage to the Croatian Nazis. They are infuriated by the immunity of Artukovic who sneaked into the United States to escape trial as a war criminal. Artukovic, No. 2 man in the Ustachi regime, was personally in charge of administration of Ustachi-operated concentration camps in which 30,000 Jews were systematically murdered and starved. He rose to power as an ally of the Nazis in the capacity of "Police Minister" when Hitler conquered Yugoslavia. He signed an order on June 4, 1941, which stripped Jews of their property and compelled them to wear a yellow badge with the letter "Z" (for "Zidov" or Jew). Artukovic bragged that he outstripped Hitler in the speed with which his police squads solved "the Jewish problem." He said he acted against Jews at once and "not like the Germans, who procrastinated matters with the Jews for years." Wartime orders to execute Jews carried Artukovic's signa- ture. He was listed in 1945 as a Nazi war criminal by the Allied High Command. But he escaped capture. Artukovic entered the United States unlawfully under an alias. An order for his deportation was issued by the Justice Department in 1953. Its execution was postponed indefinitely. Because Yugoslavia is today a Communist State, the courts decided that the case against Artukovic might be "political" be- cause he is an "anti-Communist." But is an undesirable alien like Artukovic entitled to indefinite hospitality here? The House Immigration Subcom- mittee, headed by Rep. Francis E. -Walter, has sought deporta- tion of alien racketeers. Many have been returned to Sicily and Rep. Walter, co-author of the McCarran-Walter Immigra- tion Act, has done nothing about Artukovic. Rep. James B. Utt, California Republican, sought to pro- vide Artukovic a permanent home in America. He sponsored a "private bill," H.R. 2844, to suspend deportation proceedings entirely and grant formal admission to Artukovic. Rep. Utt quoted Roman Catholic Church authorities in Artukovic's be- half. He alleged that "only Communists?' were anti-Artukovic. The truth is that many non-Jews of Yugoslav origin share the Jewish view of Artukovic. Artukovic persecuted not only Jews but Christians of other sects, in fact all who did not share the narrow, totalitarian ideology of the pro-Nazi Ustachis. As a result of public protest, the House Judiciary Com- mittee killed Rep. Utt's bill. A majority had no intention of rewarding an alien war criminal of the Eichmann variety. - Argentine Officials Split on Request to Deliver Eichmann BUENOS AIRES, (JTA)—A division of opinion with regard to the Eichmann case is developing within the Foreign Ministry here. One group in the. Foreign Ministry is known to advocate a moderate position toward Israel. Another group, led by ultra-nationalist Luis Maria de Pablo Pardo, legal adviser to the Foreign Ministry, insists on a strictly legalistic position, holding that Argentina should break relations with Israel because of the Eichmann case. The same differences of opinion were indicated in editorials in La Nacion, La Prensa and Correo de la Tarde. All three are very influential dailies here. La Nacion and La Prensa supported . the steps taken by the government until now. However, Correo de la Tarde states that, at most, Argentina can demand only the extradition from Israel of those who "illegally" captured Eichmann, but not Eichmann himself. The Nazi's capturers, declares this newspaper, should be brought to trial here for violations of the criminal code, under which they could be sentenced to prison terms of from two to six years. Asserting that the report was "absolutely unfounded," the spokesman told the Jewish Telegraphic Agency that Israel and France have "open trade relations" and such deals as that reported by the L ondon press were not necessary. At the request of President Charles De Gaulle another meeting between the French leader and Prime Minister Ben-Gurion is being arranged before the Israeli leader's departure from France, it was disclosed Wednesday. While no definite date has been fixed, it was understood that liaison officers were busy Wednesday morning trying to set a date for a second tete a tete between the two leaders. it was indicated that because the French president has an unusually crowded week, the second meeting will probably take place Friday. Ben-Gurion spent Wednesday morning in meetings with "old friends" and with leaders of the Paris Jewish community. Germany's Parliament passed an anti-defamation bill, previously approved by the lower house, providing stiff pen- alties for "instigation of hatred against parts of the population, inciting to vio- lence, slander, defaming part of the population or maliciously making parts of the population contemptuous." Under the measure, which amends the penal code, persons guilty of these offenses would be liable to three months' imprisonment or to fines. The Central Council of Jews in Germany favored the bill when it was brought up in the lower house, the Bundestag, last month. Adventists Await Messiah in Israel; Get Jewish Agency Aid Direct JTA Teletype Wire to The Jewish News JERUSALEM, — The Jewish Agency settle- ment department decided Tuesday to provide aid to a group of Seventh Day Adventist families who came to Israel from Oregon two years ago. They came in the conviction that the Messiah will come to Israel and they wanted to be present at his arrival. Previously they had been considered as not eligible for support, since they were not con- sidered immigrants. They settled in a collective village in the Upper Galilee and recently ran into economic problems. The decision to treat them as new immigrants is expected to speed the arrival of an additional 30 families of the sect now in Oregon.
