Kills Gore Amendment on Fake Refugee Cards in Jordan WASHINGTON, (JTA) — Senate-House conferees on the Mutual Security Bill yielded to State Department pressure and nullified an amendment to ')an fraudulent use of "Arab refu- gee" ration cards in Jordan, Sen. Albert G o r e, Tennessee Democrat, revealed. The amendment, which he proposed, was aimed at ending corruption in the use of Ai.s.er- lean funds distributed through the United Nations Relief and Works Administration by re- quiring renewed certification of Arab refugee status. The State Department objected to the Gore amend- ment, claiming that any attempt to authenticate the claims of Arabs in Jordan to being actual refugees from Palestine and Danny Raskin's examination of holders of UN refugee ration cards would weaken the "pro-Western ele- ments in the Hussein regime." Senator Gore cited many in- stances of fraud, financed by U.S. funds, in J o r d a n. His amendment provided that no American funds were to go for the ration program after Jan. 1, 1961, except for the issuance of rations to those Arabs whose refugee eligibility had been established and certified after July 1, 1960. Accepting the State Depart. ment's argument, the Senate- House conference extracted the teeth from the Gore amend- ment. New wording was sub- stituted for Senator Gore's pro- visions that release Jordan of responsibility for re-certifying Arab refugee status. The new p hrasing of the measure makes it permissive on the President, if he should see fit on advice of the State Department, to make whatever corrective steps he might deem expedient.
