TEL AVIV, (JTA) — Israel Sunday night started its big- gest, most joyous celebration of the year, the festival marking the 12th anniversary of the re- birth of the State which came officially into being in May, 1948, when David Ben-Gurion read Israel's Declaration of In- dependence in a museum here. One minute after a torch was lighted at sundown atop Mt. Herzl in Jerusalem, thousands of fireworks flared into the skies over the beach at Tel Aviv. Throughout the country, other torches were ablaze after Kaddish Luz; speaker of the Israel Parliament, sparked the formal opening of the celebra- tion in Jerusalem. In Tel Aviv, 4,000 members of youth organizations started a mass dance which wound its way through the city's streets, pulling passers-by into the nro= cession. Millions of electric light bulbs flashed greetings and congratulations to the State of Israel entering its 13th year. It was the most joyous cele- bration Israel has held in many years. The celebration this year marks not only Israel's 12th anniversary but also the 100th birthday of Dr. Theodor Herzl, the founder of political Zion- ism. Prior to the opening of the anniversary celebration, Israel spent a day in solemn observ- ance of Memorial Day, honor- ing the memories of those who had died in the creation and liberation of Israel. In Haifa, Monday, Israel's Army of Defense proudly dis- played for the first time the new weapons strengthening its anti-tank defenses. These included an American, jeep- mounted recoilless gun; the French remote-controlled guided S-10 anti-tank missiles; and French-made, ground-to- ground, armor-piercing guided rockets. The new arms were displayed in an impressive parade through the streets of Haifa marking the climax of Israel's annivers- ary and opening Herzl Year. To mark this occasion, the Zionist flag — a blue and white flag with seven gold stars — which Dr. Herzel proposed to the first Zionist Congress in Basle in 1897, was raised above the parade alongside the flag of Israel. More than 250,000 sepectators lined the streets of Haifa to watch the hour-long procession of Israel's defensive might, to marvel at the jet fighters and other planes that roared and manoeuvered overhead and to applaud excitedly as units of the Israel Navy slowly sailed along the coast, outside the port. Taking the salute of the pa- rading units from a vantage point in the central reviewing stand were President Izhak Ben-Zvi, Prime Minister David Ben-Gurion, Chief of Staff Brigadier Chaim Laskov and Dr. Nahum Goldmann, president of the World Zionist Organization. Mrs. Vera Weizmann, widow of the first president of Israel, had a place of honor in the stand. Loud cheering greeted the reading of a message from President Eisenhower to Is- rael's President Izhak Ben-Zvi, which stated: "It dives me great pleasure to extend hearty best wishes and felicitations to Your Excellency and to the people of Israel, from the people of the United States, as well as my own personal regards on this 12th anniversary of the independence of Israel." After one of the city bands played the national anthems of Israel and of the United States, an invocation was delivered by Rabbi David I. Golovensky, president of the New York Board of Rabbis. Later, a 'e- cial prayer for peace was of- fered by the Rev. Dan M. Pot- ter, executive director of the Protestant Council of the City of New York, while the bene- diction at the close of the cere- monies was recited by the Very Rev. Msgr. Timothy J. Flynn, of the Catholic Archdiocese of New York. Mayor Wagner delivered an address and read a special "Is- rael Independence Day" procla- mation. Oother addresses were delivered by Gov. Nelson A. Rockefeller; Abe Stark, presi- dent of the City Council of New York; and Dr. Benjamin Eliav, Israel's new Consul Gen- eral in New York. A special message was read from Israel's Prime Minister. David Ben-Gurion, who ex- pressed the Jewish State's "gratitude" for the celebration both to Gov. Rockefeller and Mayor Wagner. Mayor Wagner told the as- semblage he was "particularly proud of the tremendous part New Yorkers have always played in helping the people of Israel to build their new land, and make of it an outpost of freedom and a shining ex- ample of the democratic way of life." Gov. Rockefeller, a f ter lauding the State of Israel for the country's achievements during the past 12 years, referred to the Jews behind the Iron Curtain and said: "Our thoughts go out on this occasion to the hundreds of thousands of Jews in many parts of the world who suffer in bondage and oppression, but whose lives are sustained by the prospect that they will one day reach the promised land of Israel." Dr. Eliav, who made his first public appearance here since assuming the post of Consul General last week, told the cele- brants that Israel "hopes and prays" that it may continue "our work of construction and upbuilding in peace and secur- ity." On behalf of the Israel Government, he expressed "gratitude" to the American people and Government for the aid given to the Jewish State. Mrs. Rose L. Halprin, acting chairman of the Jewish Agen- cy executive in the United States, today issued a state- ment on Israel's 12th annivers- ary of independence, express- ing "deep appreciation" of the Jewish Agency to American Jewry for its "unfailing sup- port" in the development of Israel. Tributes to Israel and to The- odor Herzl also were paid at a celebration sponsored by the American Zionist Council, cen- tral body of all Zionist groups in the country. Several hundred Zionist leaders attended the re- ception which was addressed by Rabbi Irving Miller, chairman of the Council. Speaking on behalf of more than 1,000,000 subscribers of Israel Bonds, Dr. Joseph J. Schwartz, vice-president of the Israel Bond Organization, hailed Israel's outstanding achieve- ments on the occasion of its 12th anniversary. Widespread celebration of the anniversary was reported in Jewish Telegraphic Agen- cy dispatches from London, Paris, Brussels, Johannesburg, Stockholm and other world centers of Jewish population. In Rio De Janeiro, Brazilian President Juscelino Kubitschek, speaking over the radio Mon- day, congratulated the Jewish people and the State of Israel on the anniversary. At Israel anniversary services held in New York's Cong. Bnai Jeshurun, Israel Ambassador Avraham Harman declared that "Israel is ready for peace at any time, and willing to pay the price for it. "However," he asserted, "one price we will never pay is the price of national suicide." The price for peace, he added, "is negotiation, no matter how dif- ficult." Pending peace with the Arab states, Harman declared, self- defense must be a "cardinal policy of Israel, and will con- tinue to be until we have a peace that recognizes the right of peoples to live, not one that denies them the right of exist- ence."
