Israel Army Alters Tactics to Cope With Soviet Aid to UAR JERUSALEM, (JTA) - Is- rael Army organization and tac- tical methods are being re- vamped to be able to cope with Soviet methods adopted by the United Arab Republic, Briga- dier Yitzhak Rabin, Chief of Israel's Operations, disclosed at army headquarters. He made the disclosure in warning against the "miscon- ception" that the potential dan- ger to Israel's security could be gauged by the degree of tran- quility on Israel's borders. "The development of military power in depth within the Arab coun- tries constitutes a greater dan- ger and has no relation to the border tranquility," he stressed. For this reason, he said, Israel army training programs for the current year have been de- signed to meet the new con- ditions resulting from the adop- tion of Soviet military doctrines by the UAR. He reported that the UAR has been sending thousands of its key military personnel to Soviet bloc coun- tries for training while hundreds of Soviet technicians and advis- ers are now in the UAR in train- ing capacities. "Considerable efforts are be- ing made to improve the qual- ity of the United Arab Repub- lic Army," Brig. Rabin said. He revealed that Israel's current training goals were to absorb and master new weapons in the light of knowledge of changes in Arab armies. "The goal of Israel's defense forces is to maintain the status quo," he said. "To achieve this goal Is- rael's Army is trained to serve as a deterrent force and, if de- terrence fails, to be able to deal a crushing blow to an ag- gressor." Dewhirst Issues Report on Israel A 44-page pamphlet, entitled "Israel - A Land of Hope and Achievement," by Gerald F. Dewhirst, vice president of the National Bank of Detroit, con- tains the Detroit banker's re- port on his study of economic conditions in Israel. In a statement accompanying the brochure, under the heading "A Tribute and a Report," Dewhirst states: "This book is a tribute to the outstanding performance of the Jewish Agency in its finan- cial support of the economy of Israel, and for its accomplish- ments in the settlement of im- migrants in self-sustaining oc- cupations in the -country. It is a compliment to the American- Jewish charities in recognition of their splendid material and spiritual contributions. And this is my report, as a member of the Banker's Study Mission to Israel. It is a blending of Bible history and current economics and politics, of studies and ob- servations during four days in Austria and 11 days in Israel." The pamphlet is richly illus- trated with maps and photos of scenes in Israel. Dewhirst's report presents a complete analysis of economic and cultural developments in Israel, and the manner in which immigrants are received in the new State.
