JERUSALEM—The Mayor of
an Arab village near the
Jerusalem highway was given
six months Wednesday to learn
to read and write in his native
Arabic or forfeit his office.
Under the amended Israel
election laws, illiterates canna
serve as heads of local councils
and the election of Haj Mah-
moud Rashid as Mayor of
Abu Ghosh was contested in
the Israel Supreme - Court on
that rule.
Haim M. S h a p i r o, Israel
Minister of Interior, issued a
special permit to allow Haj
Mahmoud to retain provision-
ally his mayorality "for the
good of the village" which
elected him. But he must ac-
quire the three Rs in Arabic.
Shapiro recently issued
similar permits for two other
heads the Arab Councils who
were illiterate when elected.
Haj Mahmoud is the 55-year-
old scion of an Arab chieftain
who, during the Turkish regime,
exacted tolls from travellers to
Jerusalem. Many of the Abu
Ghosh residents supported
Jewish underground groups
during the final years of the
British mandatory regime and
supported Israel in the war of
liberation in 1948.
