Israel Paper Mill
Has No Lay-Offs:
Sets Up Courses

The problem of what to do
with a sizeable labor force dur-
ing a major plant expansion has
oft en troubled management.
Production often is halted while
new machinery is being in-
stalled, forcing most companies
to discharge staff for varying
periods. The American Paper
Mills at Hadera hit on a unique
solution during its current $12,-
000,000 expansion program that
Will more than double the fac-
tory's output, boosting it to
some 44,000 tons annually.
Since the nucleus of the mill's
top papermaking experts were
brought over from English-
speaking countries to train local
personnel, and since most of
the technical literature in the
field is in English, management
concluded that part of the staff
should learn the language.
Courses were set up in begin-
ners and advanced English, in
the fields of papermaking, the
use of new equipment now be-
ing installed, and in the sales
and marketing fields. None of
the 250 employees was laid off,
even temporarily, during the
t w o-m o n t h production shut-
down. Every staff member was
busy either in a course or in
some job connected with the
expansion.

Roman Court Rejects
Nazis Appeal for Amnesty

ROME, (JTA) — A Rome
Military District court rejected
an appeal from former S.S. Col-
onel Herbert Kappler, serving
a life sentence for his part in
the Ardeatiner Caves massacre,
that the amnesty for political
crimes of last July be applied
to his case.
