Dr. Israel Goldstein stands in the halls of Congress with Frederick Braskamp, Chaplain of the House of Representa- tives. Dr. Goldstein opened the House session with a prayer of invocation on the 100th anniversary of the first time a rabbi had been invited to deliver a prayer in Congress—Feb. 1, 1860. Dr. Goldstein also met with Pres. Eisenhower in the White House in marking the anniversary. `Even Jews Who Are Non-Jews' Are Visiting Israe 1 Columnist Says , has passed. "Non-Jews are going there, and even Jews who are non-Jews." In the latter category he re- lates the story of Sir Andrew Cohen, until recently the British Governor of Uganda, who told a reporter from an Israeli paper that his family had settled in England long, long ago and, in fact, he was not a Zionist. Schwartz reveals the follow- ing conversation: . "Are you Jewish in the reli- gious sense?" the reporter asked him. Sir Andrew Cohen went on to say that he could hardly classify himself as Jewish in the reli- gious sense, either. "So you are not a Zionist and not Jewish in the religious sense," said the reporter, "so why are you visiting Israel?" "Well," replied Sir Andrew, "there &re things that are hard to put in words. I am not a Zionist and not Jewish in the religious sense, and yet I must admit that next to England, no country interests me so much as Israel." Brought before Sir Andrew for sentence, the room was quiet while Sir Andrew's aides waited for his decision. The former Governor looked at the young man. "I sentence you to a term at Cambridge," he said. The trouble-maker was pro- vided with a free scholarship to England's famous Cambridge University. Today, he is back in Uganda, one of the educated leaders in the emerging Negro state. 'Palestine State' Proposal Splits Arab Ministers LONDON, (JTA) — A bitter split developed among the eight foreign ministers from Arab countries attending a meeting of the Arab League Council in Cairo, it was reported from the Egyptian capital. The split re- sulted from a demand that the part of Palestine which was an- nexed by Jordan should become a part of a projected Palestine Arab state to include also the Old City of Jerusalem, the Gaza area and parts of Israel. The chief proponent of this project is Premier Kassem of Iraq who ordered every Iraqi worker to contribute one hour's pay to a fund for its establish- ment. Opposing the project is Jordan which holds that the part of Palestine which she annexed, as well as the Old City of Jeru- salem, is now an integral part of Jordan. Iraq is boycotting the Arab League Council meeting in its dispute with President Nasser of the United Arab Republic. However, the Iraqi proposal is supported at the meeting by other members of the Arab League, which contend that Jor- dan holds the annexed part of Palestine only as a trustee, in a parallel to UAR control of the Gaza strip. Proponents of the idea visual- ize an independent Arab Repub- lic with the seat of government possibly in Gaza. Haj Amin, the former Grand Mufti of Jeru- salem who collaborated with Nazi agents in their Middle East planning, would be the first President. As a counter to the proposal, which includes formation of a Palestine army from among the Arab refugees, Jordan recently offered Jordanian nationality to any Arab refugee wanting it. Nasser was reported to be against any 'settlements with Is- rael, as well as against the kind of resettlement implied in Jor- dan's citizenship offer.
