(My) personal opinion is that the regional Welfare Fund in Detroit has the full right to undertake the sole solicitation of fund-raising in Detroit . . . providing that the welfare fund represent all the authorized institutions, without depriving any institution, and to distribute the funds relative to the annual budgets of each institution. I would gladly accept such a step. This will naturally mean that no private solicitation of funds will be made in Detroit. But unfortunately the Welfare Fund of Detroit has never ap- proached us with such a re- quest. Thus as long as the Wel- fare Fund in Detroit does not _ claim to represent all the in- stitutions in Israel, it hasn't the right to prevent, and . espe- cially to hinder or,ruin, a fund- raising campaign for any other institution. I am sure that the wide com- munity in Detroit and through- out the United States will, in the future as in the past, show their sympathy and aid toward this prominent and age-old in- stitution (which has built houses and rehabilitated fami- lies in the Holy Land for over 100 years). I think that I am qualified to make some observations in this regard in view of my years of teaching in both public and re- ligious school systems. I share your concern, but I suggest that you look to other areas for ex- planation and possible correc- tive action.
