In addition to electing a new President and Vice President, American citizens will also elect 437 new members of the House 33 new members of the Senate and a substantial number of state officials . . . Both Republican and the Democratic parties are on record as opposing the injection of racial or religious issues in the campaign . . . However, the issue of religion has already been injected by those opposed to the nomination of Senator Kennedy .. . There will be quite a number of Jewish candidates for Congress on the lists of both political parties . . • The 1958 elections of Congressmen and Senators in a number of states showed that anti-Jewish propaganda against Jewish candidates, even when conducted subtly, was a complete failure . . . Nevertheless, major Jewish organizations are con- sidering plans to prevent any attempt to inject even anti-Jewish undertones in the election campaign by speakers who may be tempted to do so to "smear" Jewish candidates . . . Usually, Catholic candidates are the first targets of biased election prop- aganda . . . Negro candidates come second and Jewish, third. , Cultural Outlook 1960 will witness a great upswing in Jewish cultural activ- ities .. . In fact, the year may mark an important turn in the history of American Jewry as far as understanding for the need of Jewish culture is concerned . . The level of support for Jewish cultural activities by organized American Jewish com- munities is expected to be definitely much higher than in any previOus year . . . Indications point to the possibility that individual American Jews may become interested in the coming year .in providing special funds for Jewish cultural purposes . . ...:Hitherto, some outstanding cultural foundations in the United States have been established with Jewish money and have greatly enriched all phases of American creative effort . With the recent decision of the General Assembly of Jewish Federations and Welfare Funds to establish a National Jewish Cultural Foundation, individual Jews may be stimulated to contribute generously from their foundations also for this body . . . Not to speak of the organized Jewish communities which will have to designate members to the board of directors of the Foundation . . . Parallel with the activities that the Jewish Cultural Foundation will develop during the new year, the Jewish Agency is alSo determined to develop • greater cultural programs among JeWs in the United States . . . Refugee Congregation Ends Existence; Assets to JNF JERUSALEM, (JTA)—Moshe Shapiro, Israel's new Minister of the Interior, issued a direc- tive cancelling the population registry regulations issued by his left-wing predecessor, which provoked the world-wide "Who is a Jew?" controversy in mid- 1958. .. Shapiro, a Mizrachi leader, ordered in a new directive that, hereafter, only persons with a Jewish mother or persons who undergo religious conversion may be registered as Jews. The directive, which became - effec- tive upon issuance, was sent to all population registry offices. It will affect some 350 pend- ing applications, largely from persons who are neither con- verted to Judaism nor posses- sors of a Jewish mother—but who seek a "Jewish" listing on their identity cards.
