Declares Culprits 'Have No Substantial Following'

WASHINGTON, (JTA)—The Washington Jew-
ish Community Council states it had been in con-
stant communication with law enforcement agencies
to the anti-Semitic propaganda activities of George
Lincoln Rockwell and his "American Nazi Party"
and had found the District of Columbia authorities
"deeply concerned."
The Council said that both the District and Fed-
eral authorities "have the situation under active
investigation." It pointed out that distribution of
leaflets by Rockwell's group did not violate any
law, nor did his solicitation of funds since the local
ordinance applied only to "charitable" not "polit-
ical" solicitations.
The statement characterized -published reports
of the Rockwell group's activities as "gross exaggera-
tions." It asserted that Rockwell "has no substan-
tial following or any financial resources to speak

alert to Rockwell's activities but "the Jewish com-
munity as a whole has had little or no occasion to
feel disturbed or alarmed. Rockwell is avid for
publicity. It would be ill-advised and a disservice
to the Jewish community to take any steps that
would afford him such publicity or the public plat-
form he so desperately seeks."
The Anti-Defamation League of Bnai Brith
earlier had voiced concern at the Navy's attitude
in retaining Rockwell as a full-fledged reserve of-

Columbia. Alleging a growing Negro majority, hand-
bills said: "White Man Are You Going to Be Run
Out of Your Nation's Capital Without A Fight?"
But it was stressed that the real enemy was the
Jew who was accused of responsibility for Negro
integration efforts.
The Rockwell propaganda included the defiant
advocacy of Nazism augmented by the assertion
that "we will shortly give you Jew traitors the gas
chamber, like the Rosenbergs."
A charge was made that the Negro organization,
the NAACP, was run by Jews and that its president
was "as ugly and repulsive looking a little New
York Kike as you ever saw." It was alleged that
`the Jews agitate and goad" the Negroes to
..olence." But "this does not mean we should hate
or injure the Negro. The Negro, like us, is the in-
nocent, ignorant victim of the Jew-Communist plot
to disorganize and mongrelize all of us so we can
be easily communized and conquered."

`One Hand' Believed Coordinating
Worldwide Anti-Semitic Holocaust

Anti-Semitic cells that were viewed as microscopic both in
Germany and throughout the world suddenly developed into a mon-
strous recrudescence of bigotry that has encircled the globe.

While the manifestations of hatred are being described as the
works of "vandals," and as the "sickness" of psychopaths," the manner
in which the acts . of destruction, vandalism and threats have spread
everywhere almost immediately after the daubing of a swastika on the
- Cologne synagogue in Germany has shocked world public opinion.

Dr. Nahum Goldmann, chief spokesman for world Jewry, who
is readying to go to Germany to confer with Chancellor Konrad
Adenauer on education efforts to eradicate anti-Semitism among
German youth, stated in Jerusalem, where he is attending World
Zionist Actions Committee meetings, that the simultaneous outbreaks
of anti-Semitic incidents in various countries point to the existence
of a hidden Nazi underground organization. He said there is "one
hand" co-ordinating these anti-Semitic activities.
Dr. Goldmann said that for a long time there have been sus-
picions that fleeing Nazis had smuggled out of Germany large sums
of money that are now being used to finance neo-Nazi anti-Semitic

activities. He expressed the hopes that the new anti-Semitic outbreaks
will dramatize for Germany the need for closer attention to the
dangers. He said that while the outbreaks ahculd not be exaggerated,
their importance should not be minimized. He added that West
German Jews are presently too weak to elect even a single member
of Parliament, but that West European anti-Semites are even weaker.
He concurred with the views of many leaders that there is cause for _
concern in the fact that youngsters who purportedly _had not_ree6Ved
the Nazi anti-Semitic "education" were responsible for 'the vandalism,
and he added that the problem of German anti-Semitism would become
particularly grave if West Germany became a strong military power.
The anti-Semitic pattern was copied almost over-night in com-
munities throughout the world, including the United States.
Notting Hill Synagogue, Woburn House where the Board of
Deputies of British Jews has its headquarters, Wildenstein's Art
Gallery and the offices of the Jewish Chronicle, all in London, were
defaced with swastikas. Garnett Hill Synagogue in Glasgow and the
house of its caretaker, a Methodist, were marked with signs "Jews
Go Home."

daubed on it. This desecration was the first of an avalanche of anti-Semitic de-
secrations by Nazi gangsters in communities throughout the world, including
the United States.

Callousness, indifference, complacency and policies of
appeasement are responsible for the re-emergence of Nazism
in Germany, and the attendant spread of anti-Semitism else-
where. . •
It is sheer nonsense to try to pin responsibility for the
Nazi acts in European' countries on "a - Communist plot." The
new campaign against Jewry is sheer anti-Semitism. It has been
encouraged by„Many weaknesses — by the too-ready accept-
ance of the view that the young Germans have not been in-
doctrinated by Nazism, by the steed with which the world
has forgotten the murder of millions of people by the Nazis,
and by the failure of the kinsmen of the Martyrs, including
the Jews, to continue the fight against Nazism in spite of the
indifferences towards re-emerging bigotries that is evident in
the ranks of the statesmen who control the fate of the world.
A swastika painted on a synagogue in Cologne encourages
similar acts in London and New York and Melbourne and
Vienna. By striking at the root of the problem in Germany
we would be demolishing anti-Semitism. Failure to effectively
repudiate neo-Nazism in Bonn may result in renewed anti-
Semitic arrogance in Washington.
- The lesson is a costly one. Once again we are in the lime-
light. Now there is need for action. The repudiation of all
evidences of anti-Semitism must be firm and uncompromising.
Proof should be provided quickly that a conscience-stricken
world — a victor not so long ago over Nazism but now its
victim — will declare itself against the new outbursts of
bigotry; and that Jewish leadership will face the issues real-
istically, firmly and by united action.
