THE DETROIT JEWISH NEW S—Friday, December 25, 1959— 1 2 World Bank Grants Canal Loan to UAR; Sign Multi-Million Dollar Aviation Pact WASHINGTON — The World Bank on Tuesday officially an- nounced that signatures have been affixed to an agreement under which the United Arab Republic will be loaned $56,- 500,000 to improve the Suez Canal. The bank approved the loan despite anti - Israel blockade actions in the Canal. The agreement was signed by UAR. Ambassador M o s t a f a Kamal Mahmoud Yunes, chair- man of the board of the Suez Canal Authority, and Eugene R. Black. president of the World Bank. The UAR will have 15 years in which to make repay-1 ment. The World Bank made the loan in participation with nine private institutional investors. Egyptian authorities said that the loan was obtained with "no strings attached" referring to the anti-Israel blockade. They said that the blockade would continue in force. Meanwhile, the U.S. Govern- ment announced a new agree- ment with the UAR of great potential importance to the UAR. Air Force's jet bomber squadrons. The U.S. Federal Aviation Agency announced it will assist the UAR in a multi - million dollar project to modernize and expand Cairo's airport facilities for the jet age. In the initial phase, a team of FAA experts will cooperate with the UAR by going to Egypt to plan and design facilities to handle the largest jet planes and facilitate take off and land- ing problems. Facilities - will be vastly expanded. Equipment will be purchased and installed. The UAR is to be provided the most extensive and modern airport facilities in the Near East, an official said. The FAA said that U A R citizens will be given on-the-job training in airport construction, maintenance a n d operation. UAR technicians will be brought to the U.S. for special training at the FAA aeronauti- cal Center in Oklahoma City, Okla. Prior to the signing of the World Bank loan to the UAR, several last-ditch attempts were made to negate, or at least de- lay, the loan. At Monday's meeting of the Bank's board of governors, the executive director representing Israel, Dr. P. Lieftinck, of the Netherlands, asked on behalf of Israel that consideration of the loan be postponed because of latest developments in the Canal. No support for Dr. Lieftinck's notion, however, developed, and the Dutch representative then explained Israel's position on the loan itself.
