The landscape of the State of Israel is changing rapidly as Jews from many lands come back to their Homeland to renew their life on their ancestral soil. This national revival and human re- juvenation has been spearheaded by the pioneering efforts of HISTADRUT, whose 660,000 adult members con- stitute the primary manpower in agri- cultural, industry, transport and other useful pursuits. HISTADRUT is also a major factor in the development of the social landscape of the newborn country. Histadrut's manifold institutions care for the sick, train the young, teach the old, rehabili- tate the newcomers, merge the diverse ethnic groups into one harmonious community of equal citizens within a democratic State. TOTAL INTEGRATION OF THE NEWCOMERS In 1960, the watchword of Histadrut is: let us receive the new immigrants into our ranks as equal citizens—equal in matters of health, education, vocational training, economic opportunity, social acceptance. The remarkable success achieved thus far must be followed by still further efforts in creating a united people. THIS BASIC PROGRAM OF REHABILITA- TION AND INTEGRATION OF THE NEW- COMERS means that all Histadrut institu- tions on the landscape of Israel must be expanded, all social services enlarged, and many new structures built.
