American Jewish organizations are alerting communities to the cancellation by the Renault Company of its contract with the Kaiser-Frazer firm in Israel as a result of Arab pressure . . . The implications of the severance of business with Israel by the French car company are clearly stated in the communications sent out by the Jewish organizations . . . This may affect the sale of Renault cars in this country, where the French firm is trying to develop a market . . . Among the Jewish groups which circulated information on the "Renault Affair" to their constituencies were the National Community Relations Advisory Council, the American Jewish Congress, the Jewish Labor Committee and the Jewish War Veterans . . . Such memo- randa have been sent by central Jewish religious organizations in line with their policy to draw attention of the American public to firms that yield to Arab boycott pressure against the Jews and Israel . . • All organizations urge American business firms to resist the Arab boycott by every legal means . . The Jewish organizations are determined to seek inclusion in the 1960 election platforms of the Democratic and Republican parties of statements pledging opposition to American treaties sanction- ing discrimination by foreign powers against U.S. citizens . . . Such a pledge was given by the Democratic and Republican parties in their 1956 election platforms but was ignored by the State Department in signing an agreement with Saudi Arabia which bars the stationing of American Jewish personnel at American military bases on its soil . . . A fact sheet on discrimi- nation by foreign powers against Jewish citizens of the United States, prepared by the American Jewish Congress, is now being disseminated to Jewish communities throughout the country. (Editor's Note: JTA reported from Paris on Nov. 16: "Attor- neys of the Kaiser-Frazer plant in Israel decided here today, after a meeting with lawyers of Regie Renault, the French auto firm, not to file claim against Renault for breach of contract under Arab boycott pressure. Beyond declaring that 'certain possibil- ities' were discussed, a Kaiser-Frazer spokesman declined to give any details on the talks. It was understood, however, that addi- tional talks will take place. The Israel auto assembly firm had announced plans earlier to sue Renault for $2,000,000 "damages arising out of a decision of the French firm to yield to Arab pressure and end operations in Israel.") (The latest issue of the Egyptian newspaper Al-Akhbar which has just been received in New York reports an an- nouncement by Daumal, head of the French Economic Mission in Egypt, stating that the French automobile firm of Renault in- tends to establish an assembly plant of automobiles in Egypt. The program is to start with small-scale production imme- diately and to progress further to full capacity.) Zionist Issues Is Zionism a political movement today? . • . Dr. Nahum Gold- mann, president of the World 'Zionist Organization, says "no" . . . He states that with the establishment of Israel, the Zionist movement has ceased to be a political body . . . The political tasks, he stresses, have been taken over by the Israel govern- ment and quite rightly . . . To make his point clear, he cited the fact that the political department of the World • Zionist Executive—the most important department in the Zionist move ment before the establishment • of Israel—exists no longer . . . Its functions have become useless now that the Israel government has a Foreign Office with accredited diplomatic representatives all over the world . . . What; then, are the functions of the Zionist movement today? ... According to Dr. Goldmann, they are to strengthen Jewish affinity and to help emigration of Jews and their settlement in Israel . . . Some Zionist leaders of the "old schOol" still like to look upon themselves as political leaders, but Dr. Goldmann sees nothing wrong in admitting that the Zionist movement is no longer political . . . He considers Zionism today as being basically a spiritual movement to keep the Jewish spirit awake in Jewish communities throughout the world . . This is important, since there are .marked signs of growing indifference to Judaism in countries of the free world and there is suppression of Judaism in Communist countries .. . It explains why Dr. Golmann would like to see Jewish organiza- tions in this and other countries join as groups in the world Zionist movement and thereby strengthen Jewish spiritual affinity and why he has insisted on introducing basic changes in the constitution of the World Zionist Organization to be voted upon at the session of the Zionist Actions Committee in Jeru- salem next month. Israeli Problems The recommendations of an American expert sent by the United Nations to work with Israel's Ministry of Social Welfare may change the entire system of public assistance to Israel's neediest families . . . The expert is Prof. Philip Klein, who •has also served as consultant to the Joint Distribution Committee following his retirement from the faculty of the New York School of Social Work at the Columbia University . . . Prof. Klein found the Israel welfare system "decades behind the nation's achieve- ments in other field" . .. He termed it "a survival of the dis- credited dole system" which "contrasts with the ideals of an advanced labor state" . . He recommended new standards in relief payments which would result in quicker rehabilitation of needy families, lower death rate and less disease . . . His recom- mendations are now being implemented by the Israel Welfare Ministry in three pilot areas.
