JERUSALEM (JTA)—Hopes for immigration of ' 1,500,000 Jews from the Soviet Union and for the possibility of a peace settlement with the Arabs dur- ing Israel's second decade were expressed by Prime .Minister David Ben-Gurion. He expressed these views in a letter to Yisrael Galilee, a member of Parliament from the left-wing Achdut Avodah party. The Prime Minister urged clos- ing of ranks between workers and pioneering elements of Israel "in view of the fateful- period which may prove more decisive than 1948." The Prime Minister warned in the leter that Israel may be faced with a "severe and dan- gerous . military test," which made it imperative that Israel muster all of its material, tech- nical, moral and spiritual re- sources. He also wrote that the immigration he expected from Russia might prove to be the most difficult burden which could only be carried out with the vast resources and coopera- tion of Jews throughout the world. Differences of opinion be- tween parties need not prevent cooperation the Prime Minister said. He added that he deplored election smears which "were shameful and damaging to the workers' unity." Plan 32,000 Housing Units in Israel Per Year Approximately _3 2 , 0 0 0 new permanent housing units will be built in Israel each year during the next five years with the aid of Israel Bonds, according to a projected plan which has been placed before the Israel Cabinet by the Labor Ministry. Aimed at providing adequate housing for the upward spiral in Israel's population, due to natural increase as well as im- migration, the five-year housing program calls for a total of. 160,000 housing units, involving an investment of 1,050,000,000 Israel • pounds by the Govern- ment, utilizing Israel Bond capi- tal, and by private interests. Judaism Council `Rigged' Report, Charges Rabbi NEW YORK, (JTA) — Rabbi Irving Miller, chairman of the American Zionist Council, ad- dressing the dinner of the Zionist Organization of America at the Waldorf Astoria Hotel Monday night, charged the Am- erican Council for Judaism with "rigging" its. news report of a reply it received from Parker T. Hart of the State De- partment, to a • communication from the president of the Am- erican Council for Judaism, Clarence L. Coleman, Jr. Rabbi Miller said -"the report was rigged in a manner best cal- culated to serve that organiza- tion's nefarious purposes." Objecting to -repeated refer- ences in recent UN debates to the Jewish people and to their ancient homeland, C olem an asked the State Department to reaffirm our government's op- position to the "involuntary association" of American citi- zens with Israel. In his reply, Hart wrote: "It is my consid- ered belief that other govern- ments are fully aware that the United States Government does not condone the involuntary identification of its citizens with a foreign state." However, Hart further de- clared: "I .believe there is also a common awareness inside and outside our country of the un- divided loyalty which American citizens, regardless of their race, color or creed, possess for their country and their flag." Brager Associates, underwriters specializing in Israeli investments, has been appointed sales agent of a new $1,250,000 common stock issue of the Alliance Tire and -Rubber Company, Ltd., Israel's major tire producer. Alliance Tire, organized in 1950 as a joint venture of American and Israeli investors, showed net sales of approxi- mately $6,220,000 for the fiscal year ending this March, and ex- ported to 26 countries including the United States.
