Goldmann, addressing the 115-

study mission which arrived
here Tuesday, urged its mem-
bers Wednesday to call on Am-
erican Jewry for aid to Israel
not in terms of any immediate
emergency but in terms of plan-
ning a long-term program of
help which would seek to bring
about a final solution of the
great unsolved problems facing
the people of Israel.
He emphasized that this goal
was vital because Israel must
be consolidated before it face
two other emergencies: one, the
achievement of normalization of
the political security situation.
The other would be major im-
migration from Eastern Europe.
Declaring he was speaking on
basis of "more than guessing,"
he said: "In the not-too-distant
future we will witness • mass
immigration from the Eastern
European countries, notably
from Russia."
Dr. Goldmann said immigra-
tion was the only solution for
Russian Jews because the only
other possibility was mass
liquidation which was unlikely
unless the regime changed and
"woe to the world" if once again
such problems were solved by
mass liquidation.
Dr. Dov Joseph, treasurer of
the Jewish Agency, told the
delegation in Jerusalem that
$400,000,000 is still required
to complete the absorption of
the nearly 1,000,000 immigrants
who arrived in Israel since the
state was established.
The delegation is here to
survey needs and formulate
proposals for UJA activities dur-
ing the coming year.

met at Lydda Airport by Theo-
dore Kollek, director-general of
the Prime Minister's office.
The mission will prepare pro-
posals for the 1960 campaign
goal of the UJA, which will be
set at the national conference
in New York on Dec. 11.
In Vienna, they heard Charles
Jordan, overseas director for
the American Joint Distribution
Committee, state that the mil-
lions of dollars raised by Ameri-
can Jewry through the UJA
have enabled European- Jewish
communities make a miraculous
recovery from the catastrophe
of the Hitler era.
