UN Reports on Release of Frozen
Arab Refugees' Assets by Israel

UNITED NATIONS, N.Y.,
(JTA) — Israel - has released
Arab, refugee bank accounts
previously blocked in Israel
valued at 2,781,164 British
pounds sterling (about $7,800,-
000), according to a report filed
with the United Nations Gen-
eral Assembly by the UN' Con-
ciliation CommisSion for Pal-
estine.
The commission reported that
it •has compiled records of
450,000 parcels of Israel land
for which Arabs claim owner-
ship and is now in process of
determining the monetary- value
of each parcel.
The commission has been en-
gaged in these tasks since 1952.

Leon Uris Gives
Views on `Exodus'

tn the Paperback

Bantam Books -(2 W. 45th,
N.Y. 36) has just issued Leon
Uris' "Exodus," which is still
on top of the best seller list,
as a paperback.
In an introductory note to the
paperback reprint, Uris wrote:
." 'Exodus' is the story of the
greatest miracle of our times,
an event unparalleled in the
history of mankind: the rebirth
of a nation which had been dis-
persed 2,000 years before.
"It tells the story of the'
Jews coming back after cen-
turies of abuse, indignities,
torture and murder to carve an
oasis in the sand with guts and
with blood.
"All the cliche characters
who have cluttered up Our
American fiction — the clever
businessman, the brilliant .doc-
tor, the sneaky lawyer; sulk-
ing artist . . . all those good
folk who spend their chapters
hating themselves, the world -
and all their aunts and uncles
. all these steeped in self-pity
. . . all those golden riders of
the psychoanalysis couch . .
all these have been left where
they rightfully belong, on the
cuttine-room floor.
"I have shown the other side
of the coin, and written about
my people who, against a lethar-
gic world and with little else
than courage, conquered un
conquerable odds. " 'Exodus' is
about fighting people, people
who do not apologize either for
being born Jews or the right
to live in human dignity." -
A long list of new titles is
featured by Bantam Books in
its new paperback editions. In-
cluded among the new issues is
Howard Fast's "Citizen Tom
Paine." Many important classics
and some of the better known
books are among the new titles
scheduled for this month.

In its report, the commission
made it clear that its work of
identification and valuation of
Arab refugees' land "constitutes
a prerequisite for any settle-
ment with regard to the right
of individuals to their immov-
able property." However, the
commission added, its work does
not "lay down a basis for over-
all settlement of the Arab ref-
ugee problem."
The commission r e ported,
concerning Arab bank accounts
previously blocked in Israel,
that the 2,781,164 pounds worth
of assets have for the greater
part not yet been claimed by
the owners. The commission has
advertised in refugee
calling on the owners to
to claim
their money. The accounts re-
leased to date by ISrael include
only deposits in Palestine
branches of Barcla,y's Bank.
The commission reported that
Israel has also released, as it
had promised, safe deposit and
safe. custody items owned by
Arab refugees. These items are
now .in custody in Arab
countries. But, the commission
added, "it should be noted that
very few .applications have been
received" from Arab refugee
claimants for these valuables."

ROME, (JTA)—Msgr. Pierre
Giorgio Chiappero, the Vatican's
newly-appointed Latin Bishop in
Israel, told the Jewish Tele-
graphic Agency that his duties
would be entirely pastoral and
not political.
He denied that his appoint-
ment might be a first step to-
ward Vatican recognition of
Israel, and called totally un-
justified rumors of Arab fears
that his nomination might mean
an initial step toward Israel-
Vatican diplomatic relations.
The new Bishop, who said he
expected to arrive in Israel
within the next two months to
take up his duties, said he
would probably reside in Haifa
because a majority of Israeli
Christians live in that area and
because other Israel localities
were easier to reach from Haifa
than from Jerusalem:
He said his jurisdiction would
be limited to Israel, excluding
the Gaza Strip, and that his
jurisdiction was delegated to
him by. the Patriarch of Jeru-
salein w ho presides over Iirael,
Jordan and Cyprus.
Msgr. Chiappero explained
that the Vatican had named him
because the aging Patriarch

often could not attend state
functions as requested by the
government of Israel. He said
anothei problem was the need
for more spiritual assistance
and supervision of the large
Catholic communities in Israel.
The new Bishop expressed
the opinion that all pending
issues, such as the Arab refugee
problem and the status of the .
Holy Places in Israel and Jeru-
salem, should be "faced real-
istically taking existing realities
into consideration."
He hinted that the increas-
ing importance of the Jordan-
held Old City of Jerusalem
stressed by King Hussei
rendered the chances of inter-
nationalizing the entire city
"more improbable." He said he
considered the condition of the
Arabs in Israel as satisfactory.

dust of centuries is slowly settling over the Near East as the year
5720 is ushered into view. The dawn of a new era is approaching that
heralds the light and sunshine of a day without clouds. Travail is ushering
it in, as man is forced to bury greed and devastation before the fury of the
atomic age.

All thinking men pause, hesitate and survey their own shortcomings
as they endeavor to find the secret that will bring peace to the world. We,
too, must realize the earth is but a stage and we but actors as we observe
the curtain slowly rising on a "shrinking" earth. We, too, must enlarge our
minds as man's perspective of his neighbor's needs come more clearly' into
focus.

The Master Playwright who made the stage and created the actors does
all things well. He has no intention of destroying (or allowing the actors to
destroy) the earth.

Seek Consolidation
of Israeli Companies

JERUSALEM, (JTA)—A rec-
ommendation for the creation
of a "roof company" to coordi-
nate control of the many gov-
ernment-owned industrial cor-
porations in Israel has been
urged again by the Technical
Advisory Board of the Ministry
of Development.
The board is headed by Sir
Ben Lockspeiser, noted British
scientist. It includes scientists
and 'experts from Israel and
aboard and it meets twice a
year.
The initial recommendation
was made six months ago but
the government has not acted
to implement it. The board,
in its report this week, stated
that government development
companies could be made profit-
able if they were grouped
under one head along the lines
of large American corporations
which have wholly-owned sub-
sidiaries.

Vatican's New Bishop in Israel Is
`Pastoral, Not Political' Appointee

Many, many "Rosh Hashanahs" ago the Prophet Habakkuk wrote the
following:

"And the Lord •answered me, and said, Write the
vision and make it plain upon tables, that he may run
that readeth it.
"For the vision is yet for an appointed time, but at
the end it shall speak, and not lie: though it tarry, wait
for it; because it will surely come, it will not tarry.

"For the earth shall be filled with the knowledge
of the glory of the Lord, as the waters cover the sea."
(Habakkuk 2:2-3-14, A.V.)

We too, as actors of the year 5720 need, each one, to move steadily
towards the development of ourselves in the spirit of love and peace.
