"We have had delays in im- proving our approaches to civil rights enforcements, but I am confident that the corning ses- sion of Congress will enact leg- islation that will bring us near- er the goal of equal rights for all," he stated. Pointing to the latest action of the United States Senate in expressing disapproval of the actions of foreign governments which discriminate against Jews in Israel, South Africa Sign . Treaty on Extradition JOHANNESBURG, (JTA) — An extradition treaty between Israel and South Africa was signed in Pretoria by Premier H. F. Verwoerd and Israel's Minister Itzhak Bavly. The treaty is retroactive and will facilitate the extradition of certain persons wanted by the South African police who had fled to Israel. The signing of the treaty was Bavly's last offi- cial act before returning to Israel after four years as Israel's Minister here. MUSIC! ENTERTAINMENT! Labor Leader Nagler Dies in New York . . NEW YORK, (JTA)—Aus- trian-born labor leader Isi- dore Nagler, for 30 years a vice-president of the Interna- tional Ladies Garment Work- ers of America, died here last week at the age of 64: Actively identified with many Jewish causes since com- ing here in 1909, he was sec- retary of the Jewish Labor Committee and chairman of the Federation for Labor Is- rael. At his death, he was a vice- president of the New York State Federation of Labor and Congress of Industrial Organi- zations. Last year, Mr. Nagler was a labor adviser to the U.S. delegation to the Inter- national Labor Organization conference in Geneva. He was the American Labor Party's candidate for Congress in 1938. During the depression, he led the cloakmakers through many difficult experiences. It was during this period that they won a 35-hour work week and stronger impartial ma- chinery for settlement of dis- putes.
