jects and enterprises opened
here as Israel Finance Minister
Levi Eshkol and David Hor-
owitz, Governor of the Bank of
Israel, called on president Eu-
gene Black of the World Bank
to discuss the new loan.
The question of a World Bank
loan to the United Arab Repub-
lic to be used for improvement
of the Suez Canal was discussed
last Thursday at the State De-
partment by UAR Ambassador
Mostafa Kamel. After talking

WASHINGTON (JTA) — President Eisenhower issued
through the Jewish Telegraphic Agency the following Rosh
Hashanah message of greetings:
"Greetings to my fellow citizens of Jewish faith as they
enter the season of their High Holy Days.
"The • teachings of your ancient belief have long sustained
you and strengthened the communities in which you live. By
constant repetition — in word and deed — of the commandments
of God, you have nourished the noblest principles of mankind.
"The demands of justice, the plea for mercy, the rights and
responsibilities of each individual: these should be uppermost in
our thoughts at home and at work, when we sleep and when
we wake."

WASHINGTON—Radio Mos-
cow- is broadcasting Tass reports
giving the official reply of So-
viet Premier Nikita Khrushchev
to a question put to him about
Tirade unionism in Israel, it was
learned here this week.
The Pass report said • that
Walter P. Reuther, president of
the United Automobile Wark-
ers, meeting with Khrushchev
in San Francisco, sought to in-
form the Soviet Premier that
the "highest stage of socialism
has been reached in Israel
where the trade unions alleged-
ly own 60 percent of the in-
dustry."
According to Tass, Khrush-
chev's reply was to ask Reuther
"who, after all, held the reins
of power in Israel."
"Reuther failed to give a com-
prehensive answer," Tass re-
ported, adding that "Premier
Khrushchev said that the basic
question in characterizing this
or other social systems was the
question of power — who pos-
sesses the power—"the working
class or the class of exploiters.
"If the power belongs to the
people, the means of production
are Socialist property belonging
to all the people. It is another
matter when nationalization of
the means of production is car-
ried out with capitalists in
power," he said.

The Michigan Governor and
the state's first lady were es-
corted to the Israel border by
two uniformed Arab Legion-
aires. Waiting to welcome
them were representatives of
the Israel Foreign Office and
the American Embassy and
the director of the Israel Bond
Office, Leo Krown.
Wearing a green and white
polka-dot bow tie made of
paper pinned to his lapel,
Gov. Williams wore a string
tie at the neck of his white
sports shirt.
Williams said that during his
stay he wanted to visit the
Holy Places and meet with
old friends. He last visited
Israel during • the 1955 Inde-
pendence Day celebrations.
Gov. Williams said, "I have
always had great admiration
for the dynamism of the peo-
ple here in building a new
nation." He told Krown that
he is active on behalf of the
Israel Bond Campaign in the
United States, and that he had
recently appeared at a Bond
dinner in Chicago with Col.
Jake Arvey.
Parrying questions from lo-
cal reporters as to possible
Democratic Presidential nomi-
nees in 1960, Williams said,
"They are all my friends."
The Governor met Thursday
morning with Prime Minister
David Ben-Gurion. The Kaiser-
Fraser Co., of Haifa, estab-
lished with the aid of Israel
bond investments, has provid-
ed Gov. and Mrs. Williams
with a new Manhattan sedan
to use during their stay here.

JERUSALEM, (JTA) — An
Israeli expert will advise Puerto
Rico on the development of its
citrus culture, stated Robert
Ramos, an official of Puerto
Rico's Ministry.

Ben-Haroush to Direct
Party from Jail Cell

TEL AVIV.—The Israel cen-
tral selection committee Tues-
day approved the list for the
next elections to the Knesset
headed by David Ben Haroush,
the self-styled leader of North
African immigrants now serving
a two-year jail term for par-
ticipation in the Haifa riots last
July.
The Israel Broadcasting Serv-
ice began preparations to enable
Ben Haroush to broadcast the
platform and goals of his list
in accordance with an arrange-
ment which provides that all
qualified lists be given radio
time.
Prime Minister David Ben-
Gurion, commenting on state-
ments from Soviet sources that
Russian Jews do not wish to
emigrate to Israel, said at an
election meeting, in Natanya,
that he was convinced Soviet
Jews would emigrate if only
Russia would open the gates.

Israel's Chief Chaplain
Arrives in America

NEW YORK, (JTA)—Colonel
Shlomo Goren, chief chaplain of
the Israel Armed Forces, who
is probably the only rabbi who
is also a paratrooper, arrived in
the United States in order to
participate in the intensified
effort for Israel bonds in syna-
gogues on the High Holy Days.
