Action Direct JTA Teletype Wire To The Jewish News TEL AVIV. — A member of Israel's caretaker Cabinet. pro- posed Tuesday that the Israel government submit a three point plan for settlement of the Middle East issue to President Eisenhower and Premier Khrushchev for their considera- tion when they meet in the United States later this month.,- Minister of Health Israel Ear- zilai told the central committee of the Mapam party, one of the two labor parties that broke with Premier Ben-Gurion, that Israel should submit its pro- posals for study by the two world leaders and for action by any subsequent summit meet- ing. The three-point plan covered the following points: 1. Neutralization of the Mid- dle East. 2. An American-Soviet agree- ment to guarantee the present frontiers of the states of the Middle East. 3. An American-Soviet agree- ment to use the influence of both to bring about direct peace negotiations between Israel and the Arabs, to end belligerency, to ensure freedom of navigation and to settle the Arab refugee question. Keywell and Morris Karbal will be honored by hun- dreds of friends and members of the four existing branches of JERUSALEM, (JTA)—Israel will propose to citrus growing countries that they cease from planting new citrus groves until new markets have been devel- oped that can absorb increased crops, it was learned here this week. The proposal, it is under- stood, will be made at the con- ference of the Mediterranean Citrus Growers Association, to be convened in Italy September 20 by Zvi Isaacson, chairman of the Israel Citrus Marketing Board. Mr. Isaacson is also, this year, president of the Mediter- ranean Association.. The Mediterranean area pro- duced 3,500,000 tons of citrus fruits last year, but production by existing groves is increasing annually, and is expected to reach 5,500,000 tons by 1965. Goldberg Must Have Fresh Air; Insists on London Stand-In LONDON, (JTA)—Fifty-three year-old Louis Goldberg, an East End boiler maintenance man, intends to fight for the right to breathe fresh air wherever he wants, even if this means jail. Goldberg was arrested last week for obstructing a police officer when he refused to heed an order to "move on" as he inhaled the London air from the vantage point of the side- walk near his home. He told the magistrate that "I have a right to stand there near my home and get fresh air." But the magistrate replied that "cu- riously enough, you have not. Many people think that, but the law states you only have the right to walk up and down, not to stand there." He offered Goldberg the op- tion of a two pound fine ($5.60) or 14 days in jail and gave him two weeks to decide which to take. But Goldberg was ada- mant. Further, he was deter- mined to fight for the right re- gardless of the outcome. "Although I have the money, I will not pay a penny of the fine," he affirmed. "When the fourteen days - are up, they can come and take me away. We fought. two world wars for free- dom and yet a man who gets up for work at five and doesn't re- turn home until seven is pre- vented from standing on the pavement a few yards from his home for a breath of fresh air." Two mem- bers of the Knesset, who are fathers of a total of 15 chil- dren, were among a group of first recipients of special family allowances who attended a brief ceremony Wednesday in the office of the Minister of Labor. The new law, which became effective Tuesday, pro- vides allowances from Israel's social security program to par- ents with four or more chil- dren. The two Knesset members were Dr. Caman Kahane : of the Poole Agudat Israel, father of eight, and Shiomo Lorencz, of Agudat Israel, father of seven. The only minister present at the ceremony for whom the event might not have been en- tirely a happy one was Finance Minister Levi Eshko 1.
