As in previous years, on the eve of Rosh Hashanah, irresponsible solicitations are being made here for ad- vertisino- in behalf of periodicals and newspapers that have absolutely no circulation in Michigan. b In our repeated warning to advertisers to be on guard against such misrepresentations, we call attention primarily to the solicitations by a Chicago Yiddish paper that appears only four or five times a year and has a very limited circulation, of only a few hundred, in Chicago alone. Solicitations also are being made for a periodical representing a national organization. Its circulation numbers possibly 200 in Detroit, Its leaders have been warned against clipping advertisements from The Jewish News and using them as if they had appeared originally in that periodical's columns. We call these facts to the attention of the Detroit community, so that advertisers may not be misled by irresponsible solicitors. Rabbi B. M. The Bank is aware of Israel's com- plaints against Egypt's viola- tions of international transit rights through the Canal by keeping the waterway closed to Israeli shipping. World Bank sources here said the political question of Israeli transit was a matter that in- volved the State Department more than the Bank. These sources said the Department apparently decided that the question of the loan to the UAR, and the Israeli complaint, were not necessarily linked. World Bank executive Joseph Recinsky arrived in Cairo with instructions from Washington to discuss aid that would en- able President Nasser to expand the Suez Canal into two-way thoroughfare. (Recinsky stated on arrival in Cairo that the Bank'stechnical experts have re- ported the project is practicable, and that there is no obstacle to financing the work. Recinsky will meet with UAR Economic Minister Abdel Monein Kais- souni several times this month.) The Bank's final decision will await Kaissouni's visit to Wash- ington next month. He will then submit a formal applica- tion. Meanwhile, the U.S. Ex- port-Import Bank announced this week-end a $12,000,000 loan to the UAR to buy 58 late-model Diesel locomotives in the United States. The agency said the loan would be repayable over a five-year period begin- ning in November, 1960. WASHINGTON, (JTA) — Is- rael will receive enriched uran- ium of a quality that is almost entirely fissionable. Yaacov Herzog, Israeli Charge d'Affaires, and G. Louis Jones, Assistant Secretary of State'for Near Eastern Affairs, signed the agreement which provides that Israel will get a quantity of 90 percent enriched uranium for use in a research reactor now nearing completion in Israel. The agreement amends a 1955 accord under President Eisen- hower's Atoms-for-Peace pro- gram under which Israel re- ceived uranium U-238 enriched with 20 percent U-235.
