The dominant Mapai party held a rally here addressed by Foreign Minister Golda Meir and Abba Eban, former Ambassador to the United States. The left-wing Ahdut Avodah heard a fighting speech by Gen. Yigal Allon, retired Army hero of the 1948 War of Liberation. Election rallies were held throughout the country also by the Gen- eral Zionists and by the Herut party. Stung by Herut party charges that the governments led by the Mapai party had wasted millions of dollars received from abroad, the Mapai ran large advertise- ments in the newspapers to defend the administration. Dr. Yigal Yadin, the archae- ologist who commanded Israel's army in the 1948 War of Liber- ation, disclosed that his retire- ment as Chief of Staff of Is- rael's armed forces had been due to differences with Prime Minister David Ben-Gurion over the question of a reserve army.
