The committee considered the White House re- quest as being inadequate. The committee decided to write a new provision into the Eisenhower Civil Rights Bill as a substitute. The substitute was described by committee members as one that would pro- vide the FBI with wider pow- ers to fight the bombers of syn- agogues. The new measure would make it a Federal crime to cross a State line to avoid prosecution for either bombing or burning any type of property. The Administration proposal was broadened also in another way although the Administra- tion had not requested it. The committee decided to make it a Federal offense to flee a state to avoid giving testimony about a bombing or fire. The new amendment was sponsored by Rep. J. Carlton Loser, Tennessee Democrat, and was approved by an overwhelm- ing voice vote at a closed ses- sion of the committee and in- corporated into the Civil Rights Bill. Both Southerners and North- erners voted to adapt the stronger anti - bombing provi- sions. Jewish organizations had pre- viously testified before Con- gress to urge the stronger measures. Rep. Anti-Semitism, in Britain Economic, in U.S.„ Social, British Weekly Says LONDON, (JTA)—Anti-Sem- itism is primarily economic in Britain and social in the United States but in both nations "it is no • longer permissable to avow it openly," the Spectator, Britain's leading conservative weekly, asserted this week in an article comparing such prej- udice in the two English-speak- ing nations. The weekly said "active anti- Semitism" in Britain is "most virulent" and . open among small ho feel the pres- who sures of free enterprise and "put a Jewish name or a Jewish face on the competitor, or cred- itor, or employer who exercises" such competitive pressures. In an open society, the Spec- tator declared, "exclusiveness takes on an almost magical sig- nificance. "The one cheerful sign on this unpleasant landscape," the weekly asserted, "is that, al- though anti-Semitism still exists in both nations, it is no longer permissable to avow it openly. The insecure and frustrated co- horts of race snobbery are in retreat." Another comparison deals with the impact of the "exag- gerated respect for written con- stitutions" in the United States as against the situation in Bri- tain where written rules hardly exist. In the United States, the Spectator declared, "there are few institutions from the top universities to the bottom poker club which do not have an agreed quota for Jews." In the British way, most or- ganizations carefully have no written, or even spoken, agree- ment on the subject," the week ly reported. "It simply happens that Jews are not elected." ROSELINE COTTAGES WORMS, (JTA) — Announce- ment was made here that the cornerstone will be laid this month for the reconstruction of the famous, old Rashi Syna- gogue, which was destroyed by Nazis during Crystal Night in November of 1938, when Jewish houses of worship were burned down. The Rashi synagogue, built by the same artisans who had erected the Worms Cathedral, dated back to the Twelfth Cen- tury. The reconstructed synagogue will be built in accordance with the style in which the original had been designed. This city now has only two Jews residing here.
