boycott a convention called by

Rabbinate when Moshe Shapiro
quit the position in last year's

Chief Rabbinate. Rabbi Tole-
ano had contended that such
decisions were adopted without
a required quorum and were
therefore invalid.
He said he also wanted to ex-
plain and "expose" various ac-
cusations made against him by
opponents who, he contended.

coalition government with the
resignation of Shapiro and three
other Religious Party Cabinet

The Chief Rabbinate's request
for a rabbinical boycott of the
convention noted that "for more
than 40 years nobody has dared
to convene the rabbis of Israel
without the permission of. or
against the will of. the Chief
Rabbinate."
Other rabbis demanded that
Rabbi Toledano be relieved of
his rabbinical authority because
of his activity which they charg-
ed was against "the basic prin-
ciples of every rabbi in Israel."

Eban earlier told a meeting
of the Security and Foreign
Affairs Committee of the Knes-
set. Israel's Parliament. that
America's policy of friendship
for Israel was•constant.

American-Israel relations and ,
said that the American policy
was based on recognition of
Israel's growing strength. its in-
dependence and democratic re-
gime. as well as common his-
torical values. Prime Minister
Ben-Gurion attended the start .
of the meeting as a mark of
tribute to Eban.
The spokesman condemned
the immigrants responsible for
the day-long rioting. in which
shops were wrecked and parked
cars set afire.
He added that in any evalua-
tion of the problems of North
African newcomers it was neces-
sary to remember that "a rather
significant proportion” lived
