TEL AVIV (J T A) — The
Chief Rabbis of Israel, in an
open break with Rabbi Jacob
Toledano, the Minister of Re-
ligions. urged Israel rabbis to
boycott a convention called by
Rabbi Toledano.
Rabbi Toledano, who was ap-
pointed Minister of Religions
over the opposition of the Chief
Rabbinate when Moshe Shapiro
quit the position in last year's

said he had called the conven-
tion here to explain various
rulings against decisions of the
Chief Rabbinate. Rabbi Tole-
ano had contended that such
decisions were adopted without
a required quorum and were
therefore invalid.
He said he also wanted to ex-
plain and "expose" various ac-
cusations made against him by
opponents who, he contended.
were close to the National Re-
ligious Party which left the
coalition government with the
resignation of Shapiro and three
other Religious Party Cabinet
members.
The Chief Rabbinate's request
for a rabbinical boycott of the
convention noted that "for more
than 40 years nobody has dared
to convene the rabbis of Israel
without the permission of. or
against the will of. the Chief
Rabbinate."
Other rabbis demanded that
Rabbi Toledano be relieved of
his rabbinical authority because
of his activity which they charg-
ed was against "the basic prin-
ciples of every rabbi in Israel."

told that West Germany will
buy arms from them. as well as •
from Israel. if they can meet

Ministry. These conditions are
that the quality is good and the
price is competitive. The unof-
ficial inquiries made by Arab
countries about the Israel arms
agreement were not expected to
be followed by official protests.

TEL AVIV (JTA) — Abba
Eban. former Israel Ambassador
to the United States. was in-
augurated as president of the
Weizmann Institute of Rehovot
before an overflow audience.
He was invested in office by
Prime Minister David Ben-Gur-
ion.
Eban earlier told a meeting
of the Security and Foreign
Affairs Committee of the Knes-
set. Israel's Parliament. that
America's policy of friendship
for Israel was•constant.
Ile reviewed the ten years of
American-Israel relations and ,
said that the American policy
was based on recognition of
Israel's growing strength. its in-
dependence and democratic re-
gime. as well as common his-
torical values. Prime Minister
Ben-Gurion attended the start .
of the meeting as a mark of
tribute to Eban.

The spokesman condemned
the immigrants responsible for
the day-long rioting. in which
shops were wrecked and parked
cars set afire.
He added that in any evalua-
tion of the problems of North
African newcomers it was neces-
sary to remember that "a rather
significant proportion” lived
