United Nations Secretary General Dag Hammarskjold is in
Cairo, seeking Egypt's permission for passage of Israeli cargo

through the Suez Canal. . . . Considering his present method of
secret diplomacy, Mr. Hammarskjold is not likely to make the
results of his Cairo talks public, just as he avoided making his
stand public before he left for Cairo. . . . However. those in
UN circles who know what was on his mind prior to his de-
parture, are not at all enthusiastic about the proposals he car-
ried with him to Cairo. . . . Hammarskjold, I learn, proposes
that Israeli cargo shipped to and from Israel should he per-
mitted by Egypt to pass the Suez Canal when they are not
carried on Israeli-chartered ships . . . Israel insists on the
free passage of its cargo on any ships, in accordance with the
UN Council resolution of 1951, which directed Egypt to cease
interfering with Israeli traffic through the Suez Canal. . . .

Secret Diplomacy

Hammarskjold's compromise plan was presented to Egyptian
authorities by UN Undersecretary Ralph Bunche during a recent
visit to Cairo. . . . It was repeated by Hammarskjold himself
when he met with the Egyptian Foreign Minister, Mahmoud Fawzi.
. . . Such a proposal is far from what Israel expects from the
United Nations, in light of the Security Council resolution which
plainly requests free passage for all through the Suez Canal. . .
During the last year more than 40 foreign-owned ships have been -
permitted to carry Israel cargoes through the Suez. ... But Egypt
changed its policy in February.... Israel has delayed any request
for a UN Security Council meeting on the Inge Toft case until
Hammarskjold meets in Cairo with Col. Nasser.... Hammarskjold
informed several diplomats that he was against a public airing
of the issue, because it might compromise his direct negotiations.
... Western diplomats feel that. unless Egypt modifies its present
attitude, there is danger that Israel—if unable to secure redress
through the United Nations—may in all likelihood take some
direct action to force Egypt to open the Canal. . . . The same
diplomats even predict that the United Nations Emergency Force,
