ISRAEL NEEDS TREES Seek to _Resolve Customs Dispute Direct JTA teletype Wire To The Jewish News JERUSALEM — The dis- pute between the Jewish Agen- cy and the government about customs duties being imposed on imports brought into the country by the Agency should be subjected to a legal ruling by a member of the cabinet or by the Israel Supreme Court, Dr. Nahum Goldmann declared Tuesday. An Agency-government sub- committee is studying the prob- lem now, but Dr. Goldmann, as chairman of the Agency, proposed that since the issue is legal it should be decided by an authoritative legal rul- ing if the subcommittee does of reach an agreement. Under the charter granted the Jewish Agency here, and under the legal status given by the government to the Zion- ist movement, Agency imports are exempt from duties either explicitly or implicitly, Dr. Goldmann maintains. The money involved is about 2,000,000 Israeli pounds a year. The goods involved are chiefly materials needed by the- Agency's settlement and immigrant absorption depart- ments. The Ministry of Finance re- cently started imposing customs duties on these imports. Last week the coordinating commit- tee of the Agency and the government named a subcom- mittee to try to settle the dispute. Rabbi JOSEPH S. SHUBOW, of Temple Bnai Moshe, Boston, was awarded a Ph.
