Berman was unan- Trade Congress imously elected president of Direct JTA Teletype Wire To The Jewish News JERUSALEM — The Jeru- salem Municipal Council, by a vote of 10 to 9, Tuesday night refused to permit Mayor Gershon Agron to attend the Congress of International Un- ion Trade Locals convening, next Wednesday in West Ber- lin. The Mayor had been sched- uled to lead an Israel dele- gation to the conference. The deciding vote was cast by Abraham Arrest. Arrest is a member of the municipal coali- tion but which is in dispute with Mayor Agron in connec- tion with the recent Histadrut elections. Councilman Arrest said, how- ever, his negative ballot was a "vote of conscience" because he felt as did the other oppos- ing councilors that Jerusalem's Mayor should not make an official trip to Germany. Agron said he thought his "demonstrative absence" might hurt Israel in West German relations and also greatly re- duced any possibility that the labor organizations' next con- ference might be held in Jerusalem. In another unanimous vote, Abe Kasle, retir- ing president of the Hebrew Kasle schools, w a s named the first honorary presi- dent of the UHS, which he has directed for 15 years. Berman, the first Hebrew school graduate to hold the office of president, was nomi- nated- by a special committee headed by chairman Harry Yud- koff and including Robert Kasle, Jack Shenkman, Leon Kay and Louis LaMed. Elected to serve under Ber- man were David Safran, Louis LaMed, and Judge Ira Kauf- man, vice - presidents; Jack Shenkman, secretary; Harold Robinson, treasurer; and Her- man Fishman, assistant treas- urer. The new board of directors, elected to serve a three-year term ending in May, 1962, are Dr. Kenneth Belen, Dr. Davis Benson, Herman Fishman, Abe Kasle, Louis LaMed, Nicholas Lazar, Harold Robinson, Philip Slomovitz, Warren Schwayder, Richard Sloan, George Spoon, Erwin Fri e dm a n, Joseph Braver, Dr. Jack Goldman and Harold Berry. Certificates of appreciation were presented to six teachers who have each served over 25 years with the United Hebrew Schools. Morris Plafkin, who has taught for 36 years, accepted the awards on behalf of him- self, Misses Leah and Rose Pike, Joseph Haggai, Abra- ham J. and Morris Lachover, Jacob M. Mathis and Michael Michlin. • Albert Elazar, superintendent of the Hebrew schools, in an- nouncing the award, said, "It is a pleasure to honor you . . . who have dedicated most of your lifetime to educating our future leaders." Benjamin Crane, a June graduate from the Hebrew high school, on behalf of his classmates, thanked all the teachers for their assistance and patience. Guest speaker Dr. I. I. Katsh, chairman of the department of Hebrew culture and education at New York University, was introduced by Judge Ira Kauf- man as his friend and one-time roommate at the Washington Square college, where the ed- ucator was instrumental in NYU's acquiring the country's first university Hebrew depart- ment. Dr. Katsh, who plans a third trip to Russia soon, said that the USSR has the largest collection of Hebrew treasures in the world. One 30-pound manu- script, which he brought back with him to the West dated from 1290. Another he • found was written by Maimonides. A book stall unknowing sold the volume for $40. Two Torahs which he sent to the Hebrew Academy of Science once belonged to the Czar. One scroll, in a set of 20, dated from the 11th century. Israel Sells Sugar Factory - To Mexican Investors JERUSALEM, (JTA) — A 'Arabs Cancel 'Summit' Talks Against Israel new sugar factory being built by the government has been sold to a group of Mexican in- vestors, in the first transaction of its kind. JERUSALEM (JTA)—The Arab League's plan to sum- mon an Arab summit meet- ing on measures to halt immigration to Israel has collapsed. He pdinted out that while he is stamped a "nationality" on his identification card, he has no territory nor the opportunity to develop his Hebrew language and culture. Dr Katsh added that there is a law there which allows an individual to study the religion of his nationality only if a total of ten families expresses the desire to do so. "We always found nine such families," he said, "but never a minyan." Philip Slomovitz presided at the meeting. Direct JTA Teletype Wire To The Jewish News JERUSALEM — Michael Co- may, assistant director general of the Israel Foreign Ministry, left Wednesday for Rome to present Israel's op p o s i ti on against the projected signing of an agreement between the Arab League and the United Nations Food and Agricultural Organization (FAO). The FAO Council, now meet- ing in Rome, has on its agenda a proposal for such an agree- ment. Israel's position is that no comparison is possible between the Arab League and, as an example, the organization of American states which signed such an agreement with FAO as a genuine regional organiza- tion. Comay will contend that the League is not such an organiza- tion because' it excludes Turkey, Iran and Israel. He will also argue that since the Arab League's sole aim is economic and political warfare against Israel it would be un- thinkable for a UN agency to give official recognition to an organization whose purpose is to ficrht a member of the UN. SODDING LONDON (WJA) — Syrian security forces arrested three Jews from Aleppo and a Leba- nese on June 7, reports the Arab News Agency, quoting the Damascus d a i l y Al-Jamahir. They are said to have been found near Tall Kalakh (Horns Governate) trying to cross into Lebanon. The Lebanese alleged- ly confessed he was "one of a group of ten engaged in smug- gling Jews from Syria into Leb- anon and thence into Israel."
