JERUSALEM (JTA) — The
1,300 delegates to the first Bnai
Brith convention in Israel
picked Label A. Katz of New
Orleans to succeed Philip M.
Klutznick of Forest Park, Ill.,
as their new international presi-
dent. Herman Feinberg of Pitts-
burgh was Katz's only opponent
for the office.
The delegates appealed to the
Romanian government to "con-
tinue its humanitarian policy
of permitting the emigration of
those wishing to join their
families."
Another resolution e s t a b-
lished a 5300,000 special fund
to expand the order's Jewish
adult education programs to
deepen the knowledge of both
past and present Jewish com-
munities and to learn Hebrew.
A 21-member Bnai Brith In-
ternational Council was estab-
lished by the delegates to
coordinate activities among
Bnai Brith affiliates in 37
countries. Retiring president
Klutznick was expected to
be chosen as chairman of the
new International Council. He
was praised by the convention
for his "courageous analysis
of the relationships between
the Jews of Israel and the
Jews of other countries," a
reference to his address re-
jecting predictions of doom
for Jewish communities out-
side of Israel.
Bnai Brith is always prepared
"to work in cooperation with
other Jewish organizations to-
ward the expansion of Jewish
life throughout the world," Katz
told the Jewish Telegraphic
Agency.
"The issue of creative sur-
vival confronting the Jewish
community." he stated. "is out-
side of Israel. Katz said: "While
it is true that a large part of
the American Jewish corn/nun
ity suffers from what may be
called 'Jewish amnesia.' a lack
of comprehension of their Juda
ism. it is equally true that there
is a stronger. more positive
identification with J u d a i s-in
among American Jews, on which
a more creative Jewish -life may
be built." The new Bnai Brith
president said his administra-
tion will stress these facts by
emphasizing more Jewish educa-
tion for both adults and youth
Katz pledged Bnai Brith to
continue its programs for "ad-
vancing harmonious rel at ions

racial groups as an integral
part of the American pattern

The new president has a
lengthy record of Jewish com-
munal service. including mem-
bership on the national cam-
paign cabinet of the United
Jewish Appeal. He is a mem-
ber of the executive committee
