The hopes are based on a belief that the same "humanitarian considera- tion" that caused the Bucharest regime to facilitate the migra- tion earlier would bring about its resumption," the report said. "Particular concern is felt for the 14,000 Jews who had made all the necessary Prepara- tions to leave but were caught by the slowdown," the Bucha- rest cable stated. "These people had already given up their Romanian citizenship and dis- posed of their property. Now they are caught hanging in mid-air," one diplomat said. "They have no jobs and no homes of their own." Eyes Easing of Immigration WASHINGTON, (JTA)—The Administration announced it had prepared -a series of legis lative amendments to the Mc- Carran-Walter Immigration and Naturalization Act and had transmitted them to the Vice- President as presiding officer of the Senate and to the Speaker of the House of Representatives. The effect of the amendments would be generally to liberalize the immigration laws and ease the admission of refugees into the United States. The proposals were drafted by the Department of Justice and transmitted by Attorney General William. P. Rogers. The major change proposed by the Attorney General was in the immigration quota system. The Administration proposals would base immigration quotas on the 1950 census instead of on the census of 1920 as under the existing law. This, it was esti- mated would - increase the an- nual quota total by approximate- ly 65,000. The spokesman said that the patrol came upon eight armed Bedouins with a flock of sheep inside Israel territory. The patrol ordered the Arabs to return to Egyptian territory. In reply, the Arabs opened fire on the patrol which re- turned the fire, driving the Arabs back across the border. No casualties were reported.
