Breakdown in Impasse on Arab Refugee Feinberg to Get Patriotic Award

Problem Offset by More Boycott Efforts from Detroit Historical Society

UNITED NATIONS, N. Y.
(JTA)—United Nations observ-
ers are speculating on the pos-
sibility of a breakthrough in
the impasse on the Palestine
Arab refugee problem follow-
ing receipt of reports from
Jerusalem of a proposal by the
Arab League to its member
states that Arabs and Israelis
sit down together, under
United Nations chairmanship,
to discuss the problem which is
considered the greatest single
obstacle to solution of Arab-
Israel issues.
Secretary General Dag Ham-
marskjold, however, was in-
clined. to throw cold water on
hopes in this direction. He
told a press conference that he
had no word about the re-
ported Arab memorandum—"if
it exists."
The Secretary-General re-
vealed that he had been
working on a special report
to the General Assembly
next Fall dealing with the
Arab refugee problem and
left his interviewers with the
clear and definite impression
that this report will call for
continuation of UNRWA be-
yond its July 1960 deadline.
The next General Assembly
will have to decide whether
to continue the agency or
substitute some other method
of aiding the Arab refugees.
What the Secretary General
thought about this problem
seemed to be made clear by
his emphatic statement that
"UNRWA is a must."
Hammarskjold said he had
already discussed "some as-
pects" of the forthcoming re-
port with "host governments
and other governments" — the
former being the Arab states
in which the refugees are now
located.
Reports from Jerusalem said
that the Arab press in neigh-
boring countries was freely dis-
cussing the rumored Arab

propose joint Israeli-Arab talks
on the refugee issue at the
next session of the U. N. Gen-
eral Assembly. The talks would
be aimed at drafting a plan
for care of the refugees after
July, 1960.
Offsetting this develop-
ment, however, was evidence
of renewed application by
the Arab League of boycott
measures aimed at the eco-
nomic strangulation of Is-
rael. It became known that
the Arab League was pre-
paring a "black register" for
tightening the anti - Israel
boycott. The register was to
contain the names, and, in
many instances, photographs
of foreigners cooperating
with "Israel and the Jews,"
and those "charged with aid-
ing Israel." The register was
to be distributed among the
consulates of all Arab states
and to all Arab border check
points.
An offsetting factor, too, was
the United Arab Republic's
continued disregard of a United
Nations inquiry on the seizure
of cargoes from Israel being
sent through the Suez Canal.
Jerusalem reported receipt of
confirmation from the United
Nations that Dr. Ralph J.
Bunche, its Undersecretary,
would discuss these seizures
during his forthcoming visit to
Cairo.

HAIFA (JTA) — A Swedish
sailor was found guilty in Dis-
trict Court here of painting a
Swastika on the side of his
ship, while it was anchored in
Haifa port. He was fined 100
Israeli pounds ($55). The sailor
told the court he was drunk at
the time.

among the candidates on all
political party lists in the
municipal elections being con-
ducted here throughout Al-
geria: - Jews are to be found on
the lists of parties with widely-
ranging ideologies, from far
right to extreme left.
While the elections are be-
. ing contested bitterly, there
have been no instances of anti-
Semitic propaganda directed
against any of the candidates.
Observers here, noting the
wide range of Jewish participa-
tion in politics, pointed to this
phenomenon as proof that
there is no monolithic political
unity among Algerian Jews, all
of them being active in politics
in accordance with their indi-
vidual interests as citizens.
