Bunche, United Na, Lions Undersecretary, will discuss with United Arab Republic officials at Cairo the recent Egyptian seizures Of cargo vessels attempting to carry Israeli originated cargoes through the Suez Canal. Confirmation of the fact that such discussion is on Dr. Bunches' agenda, on his forthcoming visit to Cairo was received by government officials here Tuesday from the United Nations secretariat in New York. Late in February and early last month, Egypt halted two foreign ships, one flying the Liberian flag and another owned by a West German firm, and seized the cargoes carried in those vessels. The freighters had loaded the cargoes at Haifa and were bound for Oriental ports. Israel lodged a sharp complaint against these actions with the UN Security Council, but to date there has been no announcement about the UAR answer to that complaint. Israeli officials said that during his visit to Cairo Dr. Bunche will not only talk to Egyptian officials about stopping the practice of seizing cargoes originating in Israel. Officials hope also that Dr. Bunche might effect the release of the con- fiscated cargoes and seek an assurance that Egypt will not again resort to these practices which Israel has called "piratical." Chaim Laskov visited here to plan a joint Turco-Jsraeli attack against the United Arab Republic was denied Tuesday by the Foreign Ministry. The canard had been transmitted by. Tass, official USSR news agency, and was denied as "crude fiction" in a statement in Jerusalem by an Israeli Foreign Ministry spokesman Monday. Tuesday's Turkish denial specifically mentions publication of the false report in Red Fleet, organ of the USSR Navy. Red Fleet stated that Gen Laskov was here last month and had talks with Turkish officials who pledged that this country would support Israel in an attack against the UAR. The Foreign Ministry's statement Tuesday declared that the Red Fleet report was "without foundation, and warned that the false report was issued with the aim of "deteriorating relations between Turkey and the brotherly Arab countries." Moscow Reports About 'Planned' Israel Attack Branded False JERUSALEM, (JTA)—Two reports by Tass, the official Soviet news agelicy, alleging Israeli plans to attack Arab states, were labeled by a Foreign Ministry spokesman here as "fantasy" and "crude fiction." One of the Tass reports, purportedly originating in New Delhi, said that Foreign Minister Golda Meir has allegedly "agreed with the United States and France on plans for joint military operations against the United. Arab Republic." The Tass canard declared that, under the joint plans, the Western bank of the Jordan and the Sinai Peninsula would be occupied, while Jordan's King Hussein would be compen- sated by ruling over a Jordanian-Syrian State. The second "crude fiction" circulated by Tass declared that preparations have been made at Istanbul for the Turkish and Israeli general staffs to direct joint attacks against Arabs, primarily against Iraq's ruler, Gen. Kassem. This report was date- lined Athens. Observers here noted that, in the past, Moscow spread reports of alleged im- minent attacks by Israel against Arab states, wheneVer it wanted to frighten the Arab rulers into tightening their relations with the Soviet Union. USSR Broadcasts Pledge to Aid 'Nasser Against 'Israeli Peril' NEW YORK, (JTA)—The American Corrimittee for Liberation, an anti-Com- munist organization which monitors Soviet broadcasts, reported that the Soviet gov- ernment is telling the Arabs through the Moscow Radio that the Soviet Union would come to the aid of the United Arab Republic in the face of "the Israeli peril."
