(JTA)—The United Arab Re-
public is "in no hurry" to
answer Israel's Security Coun-
cil complaint against confisca-
tion of cargoes passing through
the Suez Canal in non-Israeli
bottoms, the Jewish Tele-
graphic Agency was told by
Arab sources, including Egyp-
tian.
Various reasons are given by
Arab delegates here for the
Cairo government's disposition
to stall in regard to an answer
to the Israel complaint, which
was filed here a week ago in
a letter to`the President of the
Security Council from Abba
Eban, chairman of the Israel
delegation.
One of the reasons is that
Dr. Omar Loutfi, head of the
UAR delegation, is now absent
from the UN headquarters hav-
ing gone to the Pacific on a
mission concerning Samoa.
Another "explanation" for
Cairo's "no hurry" posture is
that Secretary General Dag
Hammarskjold is still away. He
is not scheduled to return
from his month tour until
Sunday.
Arab sources shrugged off
reports from London, alleging
that the UAR delegation at the
UN has been instructed to
answer the Israel complaint by
claiming Egypt's so-called
"right of belligerence" under
a contention that Egypt and
Israel are still in a "state of
war."
These sources, insisting that
the "state of war" does indeed
exist, hold nevertheless • that
there is no reason for hurry-
ing with an answer to Israel's
grievance.
The Arab source did indi-
cate, however, that when and
if an answer is made by the
Cairo government, it may 'point
to a desire by UAR President
Gamal Abdel Nasser to pass on
Israel's claim for the right to
freedom of navigation through
the Suez Canal to the Inter-
national Court of Justice at
The Hague.
Ambassador Eban stated that
Israel sees no reason for tak-
ing the matter of cargo con-
fiscations in the Suez to the
world court. •
Israel, he pointed out, had
already received a ,"verdict
from a higher court," meaning
the Security Council, which
ruled in 1951 that Egypt must
allow the passage of shipping
through the Suez Canal "wher-
ever bound."

Officials here reiterated that
Israel will wait a few more
days for the release of cargoes
seized by the Egyptian authori-
ties earlier from two ships, one

West German Ship -
Passes Suez to Eilat

TEL. AVIV (JTA)—A West
German freighter, the S.S.
Hildegard, chartered by an Is-
raeli shipping company, has
passed through the Suez Canal
on the way from Haifa to Eilat,
apparently without Egyptian in-
terference.
The Hildegard will be used
to carry bulk cargoes on a run
between Eilat and the Far
East. Use of this ship will
mark a turning point in Israel
bulk-cargo shipments to South-
east Asian and East African
ports.
The cargoes will be trans-
ported overland to Eilat. At
Eilat, the Hildegard will in-
augurate - use of the newest,
large dock there, equipped to

handle ships of up to 10,000
tons.

Cabinet-Delays Action
on Removal of Cargo

JERUSALEM • (JTA) — The
Israel Cabinet has postponed
action on the question of the
seizure of Israel cargo from
neutral ships passing through
the Suez Canal.
It is foreseen here that the
Soviet Union might veto any
anti-Nasser resolution, if the
Western Powers should agree
to present such a resolution to
the Security Council. Conse-
quently a Security C6uncil dis-
cussion is likely to be just a
deferment—possibly an inevit-
able one—of a decision on
more practical action that may
be needed to prevent Nasser
from further interference with
the shipping of Israeli cargo
on non-Israeli ships through
the Suez. Canal.
Last week-end, Egypt re-
leased the cargo from a Greek
freighter detained at the Suez
Canal, and permitted the
freighter to proceed with the
cargo to its destination. The
vessel carried 4,900 tons of
Israeli cement for Hong Kong;
and 4,609 tons of scrap metal
for Japan.
