Hearing on Bulgaria

THE HAGUE (JTA) — The case of the Israel government
against Bulgaria, which involves Israel's claim for $7,462,803
in damages for Bulgaria's shooting down in 1955 of an El Al
airliner, with a loss of 58 lives, opened here before the Inter-
national Court of Justice.
Representing Bulgaria, Pierre Cot. a French Communist
lawyer, told the court that it is not within its competence to
take up Israel's complaint. He argued that when the incident
occurred, Bulgaria was not yet a member of the United Nations.
Thus, he claimed, the case is not under the jurisdiction of the
world court.
Israel's representative is Shabtai Rosene. A friendly atmos-
phere prevailed between the Israeli and Bulgarian delegations,
after the chief of the Bulgarian delegation, Nissim 1VIevorach, a
Jew, introduced himself formally to the Israelis, prior to the
opening of the court's session.
The United States filed a brief and evidence on behalf
of six American citizens who left American next-of-kin. Amer-
ica also sought to protect freedom of the air for passenger
planes of all nations.

Hopeful indications were given this week that the emigration of Jews from
Romania would be resumed despite the fact that last week the Romanian govern-
ment ordered a stoppage of the migratory movement to Israel.
Although emigration has been technically stopped, there continues to be
a slow trickle of Romanian Jews to Vienna. This is being interpreted in many
official quarters as meaning that full, or at least partial emigration will be
resumed as soon as the current storm of Arab protest ebbs.
Arab efforts to halt the East European immigration to Israel emerged in
Jerusalem as a political issue when the right-wing Herut Party accused b Prime
Minister David Ben-Gurion's government of making
statements which helped
b
bring about the concerted Arab pressure drive.
Haim Landau, Herut Party leader, made the charge in a debate in the
Knesset. He also asserted that a speech by Shimon Peres, Director General of
Israel's Ministry of Defense—later broadcast by the Israel radio—disclosed secur-
ity information and "g a v e the enemy cause for protesting against Jewish im-
migration into Israel on military grounds."
The Prime Minister admitted that official statements and broadcasts had
been made which were likely to endanger immigration. Conceding that there
had been official lapses, he insisted that most of the disclosures had been made
by the overseas press, over which Israel had no control.
He revealed that some efforts had been made to persuade the foreign press
to r es t r i c t coverage on the Romanian emigration.
The debate came as a follow-up to a transparent move
by the Romanian government to appease Arab complaints.
This was the expulsion of Amon Keren, a member of Is- •
rael's Bucharest mission, who was notified that he was
persona non grata.

One Emigrant Since '56 Is Czechoslovak Boast
LONDON, (JTA)--Only one Jew has emigrated to
Israel from Czechoslovakia since 1956, according to a
statement made in Cairo by the Czech Ambassador in the
United Arab Republic.
Word of this Czech "assurance" to the UAR was re-
ceived here from Cairo where the Ambassador gave an
interview on the subject to the Egyptian newspaper Al
Shaab.
Meanwhile, reports were received here from Vienna
stating that 27 Jews are now serving prison sentences
in Czechoslovakia, on charges of "Zionist activities." They
have been sent the Czech uranium mines at Joachmistal,
one report said.

Join to Greet Ebait
at Campaign Dinner

Carnival Time In Tel Aviv:

"Adioyada Carnival,"
meaning "revelry until you lose all concept of time," ushers in the spring season
in Tel Aviv and the Purim holiday throughout Israel. The carnival features street
dancing and singing, gay parades, masquerades and a variety of floats.

City and state officials will join in honoring Israel's
retiring Ambassador, Abba Eban, when he comes here
on Monday to address the opening dinner of the 1959
Allied Jewish Campaign, at the Statler-Hilton Hotel.
Detroit and Michigan are expected to emulate the
examples set in the past two weeks by Maryland and
Pennsylvania, where the eminent Israeli leader, who is
his country's chief representative at the United Nations,
was given honorary citizenships.
During his visit here, Ambassador Eban also will
address the Detroit Press Club, at a luncheon meeting
Tuesday at the Detroit-Leland Hotel. Ray Girardin, of
the Detroit Times, is president of the club. Members of
the working press and guests representing government,
industry, business and labor have been invited to this
luncheon meeting.
Allied Jewish Campaign leaders state that the initial
campaign dinner meeting is expected to exceed more
than half of the $5,000,000 total raised in last year's
drive. The chairman of the 1959 Allied Jewish Campaign,
Irwin I. Cohn, will preside – at Monday's dinner. Mayor
Louis C. Miriani and Governor G. Mennen Williams will
represent the city and the state. Campaign reports will
be submitted by Leonard N. Simons, campaign co-chair-
man; Paul Zuckerman, pre-campaign chairman; Jack 0.
Lefton, chairman of trades and professions. and Mrs.
Eugene J. Arnfeld, chairman of the Women's Division.
