U. S. Considers Prospect of Solving Same Aid Given
Israel-Arab Problem to Be 'Remote' to All Refugees,

MACON, Ga. (JTA) — The
prospects of a real solution of
the Israel-Arab problem was
termed "remote" by William
M. Rountree, Assistant Sec-
retary of State for Near East-
ern Affiars, in a public address
here. He said, however, that
the United States would con-
tinue to seek some basis for a
more stable arrangement among
the states involved in the con-
troversy.
Speaking before the Macon
Civitan Club, Rountree voiced
hope and confidence that the
United States would "be able
to continue progress toward
achieving a more stable peace
in the Middle East," He said:
"The tension between the
Arab states and Israel con-
tinues to be one of the most
complex and bitter of the dis-
putes in the area, casting a
cloud over the entire region.
The United States sincerely
hopes for the alleviation of
these tensions, and it has on
various occasions indicated the
form and substance of assis-
tance it would render to a
solution. Although the current
situation and attitudes render
remote a final solution, we
continue, both directly and
through the United Nations, to
seek some basis for a more
stable arrangement among the
states involved."

Declaring that, for decades,
there was a growing conflict
between the Arab states and
the increasing Jewish popula-
tion of Palestine, over the
Jewish desire for the establish-
ment of a national homeland.
Rountree said that when Israel
was created "many nations,
motivated by the plight of the
Jewish people, and by the long
association of the race with
Palestine, supported this move."
He related that Israel "was
immediately opposed by the
Arabs, who also claimed Pales-
tine, and a brief war resulted.
The war was brought to a
conclusion by a series of
armistice agreements, but the
legacy of an uneasy frontier
and hundreds of thousands of
Arab refugees now remain."
The Arab refugees, he de-
clared, have since 1948 been
"a particular concern to the
United States." He said the
United States provided 70 per
cent of the United Nations
funds used for Arab refugees,
but "the Soviet Union, despite
its claim for friendship for the
Arabs, has made no contribu-
tion whatsoever.. We continue
to demonstrate our interest in
the welfare and in the future
status of these people, which
we believe should be assured
through repatriation, or re-
settlement with proper com-
pensation."

ish Agency does not give the
same financial aid to immi-
grants from North America as
it does to other immigrants were

country."
He added that "you can quote
me as saying that there is not
a single case of a North Ameri-
can immigrant not coming be-
cause he did not get the help
of the Jewish Agency."
The representative of the
Minister of the Interior similar-
ly rebutted a complaint that the
government was making diffi-
culties for "temporary resi-
dents." He said that such a
resident could not expect to re-
tain that status permanently.
Referring to the many Ameri-
can and Canadian settlers who
still held that status, the repre-
sentative said that "in three
years or so a person should de-
cide whether he wishes to be-
come an immigrant or not."
Reports on the association's
activities were presented by
Carl Alpert, president, and M.
Grienfeld, secretary. They said
that in its 10 years of existence
the association h a d served
American settlers in various
ways and was recognized re-
cently by the Jewish Agency
American Department as an of-
ficial branch.
They reported that the asso-
ciation was dealing with prob-
lems involving pensions of aged
Americans in Israel. The pen-
sions now total $500,000 a year.
They • also told the delegates
that the association has under-
taken a housing program for its
members.

WIESBADEN—Suspension of two officials of the Wiesbaden
Indemnification Bureau was announced by Heinrich Schneider,
State Minister of Interior for Hesse, the men having been
accused of making anti-Semitic remarks about Jewish claim-
ants and of singing anti-Semitic songs during a party held in
their office.
STUTTGART—In a statement to the Jewish Telegraphic
Agency, the Baden-Wurttenburg Ministry of Justice denied that
Ludwig Zind, the Offenberg teacher who was sentenced for
anti-Semitic remarks, had been aided by an underground organ-
ization in his flight to Cairo last October.
BONN—Authorities are blaming Communists for a spate
of new acts of anti-Semitic vandalism in various parts of West
Germany . . . The University of Marburg has confiscated an
anti-Semitic leaflet which Arab students on its campus had
attempted to circulate, according to information revealed by
Dr. H. G. van Dam, secretary general of the Central Council
of Jews in Germany.
PARIS—A Yiddish-language Communist newspaper said
that the Soviet Union will send a delegation of eight Soviet
Jewish artists to participate in celebrations here of the Sholem
Aleichem centenary sponsored here by Jewish Communist
groups, scheduled for March 15. This is believed to be the
first occasion since World Yar II that the Soviet Union will
have sent a Yiddish-language cultural representation out of
the USSR.
LONDON—Two well-known Jewish actors, hailing from
Riga, Abraham Yaacov Chash (Grodner), and N. Kaddisch-
Chash, are among recent repatriates from the Soviet Union,
says Folkstimme . • . Prof. Arnold Toynbee, renowned historian,
who is known to hold controversial views on Jewish problems,
will be one of the speakers at the March Jewish Forum discus-
sion meeting of the World Jewish Congress British Section in
London, with Sir Henry d'Avigdor Goldmid, Conservative mem-
ber of Parliament, Rabbi Kopul Rosen, headmaster of Carmel
College, and Dr. Cecil Roth, noted Jewish historian, the other
members of the panel whose subject will be "Is there a Jewish
Future in the Diaspora?" . . . A commentator in one of Cairo
radio's monotonously vituperative attacks on Jewish immigra-
tion, Israel and Zionism, referred to Arnold Toynbee's book, "A
Study of History," according to which the Arabs in Palestine
were "the innocent victims of the old hatred of the Jews for
Europe; undoubtedly, the impulse which prompts one to commit
against a neighbor , the same crime which has been committed
