Gains of Histadrut

TEL AVIV, (JTA) — The
Histadrut, Israel's general fed-
eration of labor, has nearly
quadrupled in the decade since
the state was proclaimed, Pin-
chas Lavon, secretary general,
reported at a meeting of the
Histadrut Council.
When the state was pro-
claimed, he noted, the labor
movement had 175,000 mem-
bers. Today it boasts a
strength of 654,000 men and
women. The Israeli worker,
he continued. cannot yet af-
ford luxury, but his standard
of living has been rising
steadily and he can maintain
a "normal life."
In a review of new problems
which have arisen during the
decade of statehood. Mr. Lavon
asserted that the labor move-
ment has had to change to
accommodate to new conditions.
Among the changes he detailed,
were the passing to state con-
trol of labor exchanges tradi-
tionally operated by Histadrut,
acceptance of government par-
ticipation in cooperative com-
panies which were Histadrut-
founded and operated such as
the Mekroth Water Company,
and changes in the health insti-
tutions operated by the govern-
ment.
The Council of Histadrut
adopted a resolution calling
for "an all-out effort" on the
part of organized Israel labor
for absorption of the new
immigrants arriving in this
country. The resolution urged
the continuation of develop-
ment projects that would
furnish employment for the
newcomers.
In a dispute o' er Histadrut
elections. members of the Coun-
cil representing three parties
walked out of the meeting. The
dissenting parties are Mapam,
Achdut Avodah and Haoved Hat-
zioni. The dispute will be de-
cided by the labor federation
executive committee.

PARIS, (AJP) — Recogniz-
ing the high standing of the
Weizmann Institute at Reho-
voth, the United Nations Edu-
cational and Cultural Organi-
zation (UNESCO), which has
its headquarters here, has pub-
lished an official statement an-
nouncing that "graduate stud-
ents from all countries may
apply for a number of scholar-
ships offered by the Graduate
School of the Weizmann Insti-
tute in Israel."
Declaring that some "know-
ledge of English is assumed"
and that "Hebrew is useful,"
UNESCO adds, "the school of-
fers a three-year course leading
to a PHD degree in the fol-
lowing branches of research:
Applied mathematics, nuclear
physics, isotope research, or-
ganic chemistry, polymer re- !
search, X-ray crystaleography,
experimental biology, biophys-
ics. electronics, infra-red spec-
troscopy, photochemistry and
biochhemistry."
The UNESCO statement also
revealed that "the regular
scientific staff of the school
comprises scientists from twelve
countries."

Mixed Marriages . . .
When it was announced a year or so ago that the 1960
federal census would include questions on religious affiliation
this writer was of the opinion that the clamor against inclusion
of such queries was wholly unwarranted, since its purpose was
not to count religious heads but to secure an exact demographic
picture of the country. In addition, this columnist could see no
objection to a survey which would have given a sorely needed
picture of the Jewish climate in the United States. However, all
has not been lost, as evidenced by a sample population survey
undertaken by the U.S. Bureau of the Census.
With respect to the basic fact—the size of the Jewish popula-
tion—the sample survey hints at a population of 4.975,000, or
somewhat less than the figure given in the American Jewish
Year Book of 1958 and most certainly less than has been antici-
pated in view of the general population growth. If the figure is
sustained in the end, it would either mean that the Jewish popula-
tion estimate has been Wrong or that the Jewish population does
not show the same natural increment as the rest of the population.
The import of the sample census however derives perhaps
greater significance from collatoral figures. In recent years,
Jewish leaders were rather deeply concerned over the question
of whether mixed marriages and conversions were not running
dangerously out of proportion in the Jewish communities of
America. However, it now appears as a result of the sample
survey that the mixed marriage ration is 7.1, or within the
framework of unofficial estimates or prior studies made by local
Jewish communities. Percentagewise the mixed marriage figure
appears small, but numerically the emerging picture is somewhat
different. In fact, the figures show some 98,000 mixed marriages,
57,000 with Catholics and 41,000 with Protestants.
