all of us know, Russia's for-
eign policy does not intend to
strengthen Israel . . . So what is
the explanation, if any?
Observers who pretend to
know will tell you off the rec-
ord, that Soviet policy towards
the Arabs was at all times a
kind of ambivalent relation-
ship . . . The "experts" imply
that Russia, at the time of the
establishment of the Jewish
State, was flirting with the idea
of romancing Israel and mak-
ing it a Stutzpunkt (political-
military basis) . . . It is alleged
that the Russian braintrusters
on Middle Eastern affairs held
the view (in 1947-48) that the
establishment of Israel repre-
sented a political defeat for the
British Empire and that . Israel,
whose leadership was primarily
Russian Jewish and socialistic,
could be won over to the East-
ern bloc . . . Subsequently So-
viet policy, as it frequently hap-
pens, reversed itself . . . Mos-
cow threw in its lot with Nas-
ser and the Arab League . . .
It gave up on Israel, it is said,
believing that a Russian trained
and equipped Arab army would
and could eliminate Israel as
a factor in the Middle East . . .
In other words Moscow envis-
aged a United Arabia whose
nationalism would range itself

one of the most momentous
events in all Jewish history,"
the mass movement of a large

Jewry to Israel."
Summoning the fullest par-

leadership in the national UJA
