After Eban presented Israel's
case, Dr. Omar Loutfi, chairman
of the United Arab Republic
delegation, delivered a long
speech, most of which was a
recital of alleged former aggres-
sions against Egypt and Syria
presumably committed by
Israel. Telling the Council that
Israel "threatens reprisals," Dr.
Loutfi stated: "The UAR does
not fear reprisals and is pre-
pared to reject aggressions."
Eban then took the floor
again, pointing out to the Coun-
cil that "not once in the long
address of the representative of
the United Arab Republic was
a denial made of the fact that
hundreds of shells were fired
into I s r a e l i villages." Eban
branded the Loutfi speech as
"devoid of relevance, truth or
intentions of peace." He cited
numerous instances from the
UNTSO report to show that
I s r a e s complaint was fully
justified by UN observers.
Gunnar Jarring, Swedish pres-
ident of the Security Council,
then adjourned the meeting
subject to recall by the chair.
The gravity which Israel at-
taches to the latest crisis forced
upon it by Syria was illustrated
by extraordinary activity on the
part of Eban Monday.
Before the Council meeting
he conferred privately and sep-
arately with Secretary General
Dag Hammarskjold and the
chairman of the British, Amer-
ican, French, Swedish, Cana-
dian and Panamanian delega-
tion. Eban said that within
the next 24 hours he expects to
confer also with other delega-
tions represented in the Secur-
ity Council, including the
USSR.
Just before the Council con-
vened, the Israeli diplomat
summoned a press conference
j here where he virtually gave
a preview of his Council
address. A dramatic part of
the press conference occurred
when Lt. Col. Arich Shalev of
the Israel Army passed to
Eban fragments of artillery
shells and m o r t a r bombs
which fell on Israeli soil dur-
ing last week's Syrian bom-
bardment.
When Eban showed this
"hardware" to the members of
the press, he was asked whether
the Syrian guns and shells were
of Soviet make, as reported. He
confirmed that fact, but added
that Israel could not have con-

Minister in Israel called Tues-
day at the Foreign Ministry to
request an explanation of pick-
eting of motion picture theaters
in Israel which show German-
language films, most of which
are made in Austria.

of citizens have the right to ex-
