NEW YORK (JTA)—Ameri- canJews were called upon by the Commission on Social Ac- tion of Reform Judaism to contribute moral and financial support in helping solve the problem of the Arab refugees. A report issued by the Com- mission asserted that neither the Arab nations nor Israel have discharged their full moral responsibilities in set- tling the plight of the Arab refugees. It noted that Israel would require outside eco- nomic assistance from the world community for any com- pensation plan which will be finally agreed upon, since re- sources for such a fund are beyond the present financial structure of the tiny state. Israel's moral obligation will only be met when the refugees receive adequate and full finan- cial compensation for the losses they have suffered," the re- port said. At the same time the report accused the Arab nations of re- fusing to settle the refugee problem because it would re- move their most effective prop- aganda weapon against the State of Israel.
