ATLANTIC CITY, N.J. —
(JTA) — Addressing the an-
nual convention of Mizrachi-
Hapoel Hamizrachi, Rabbi Isaac
Stollman, of Detroit, the organ-
ization's president, called on
American Jewry, as "the larg-
est and most powerful religious
community in the world" to
take the lead in helping Israel
become the center of spiritu-
ality for Jews throughout the
world."
"Israel," Rabbi Stollm an
said, "should subscribe to
these religiously exalted and
proven truths which the Bible
and Talmud have provided for
the moral and ethical govern-
ment of the Jewish people."
He added that Israel could
"very p r of i t a b l y implement
these moral imperatives in her
codes of law and administra-
tion."
He declared that Israel rep-
resents a social laboratory in
which the scientific and edu-
cational disciplines of a con-
temporary . society are fused
and synthesized with the ele-
vated principles of a time-
tested civilization.' •
Yaakov Herzog, Israel Min-
ister in Washington, told the
assemblage that the Ameri-
can Mizrachi group "can
make a considerable contri-
bution towards resolving the
age-old debate between Baby-
lon and Jerusalem, the reso-
lution of which must be a
-prime motive of Jewish unity
in our time."
A budget calling for $5,-
000,000 in expenditures over
the next five years for religious
Zionists projects in this coun-
try and in Israel was submit-
ted by executive director Rabbi
Isaac Rose and executive sec-
retary Dr. Samuel Spar. The
hudget recommended provisions
for Israel-U.S. student -
exchange scholarships, the
establishment of summer camps
in this country to provide
leadership training and the ex-
pansion of the organization's
network of schools and train-
ing camps in Israel. The budget
must be approved by the
group's executive body meeting
in New York, which will be
soon convened. Approval is
expected.
- "The prevention of mass as-
similation and disintegration
especially among Jewish youth,
constitutes the central prob-
lem facing the Jewish com-
munities in the free world,"

"This danger is not rooted in
any manifestation of physical
anti-Semitism. It is rather a
dilemma which flows from
apathy, thoughfulness, lassi-
tude and a sense of personal
insecurity. In order to stern
this drift toward a disturbed
metabolism in the culture and
life of world Jewry, we must
renew our dedication to the
supreme values of Jewish edu-
cation.
"Philanthropy, charity and
welfare undertakings are sig-
nificant as instrumentalities
and means in the struggle
for Jewish survival, but can-
not be held up as the goals
we seek to attain. Jewish
education must again be
placed in a preferred posi-
tion as the most vital disci-
pline with which to inhibit
assimilatory trends and
threats to our patterns of
creative Jewish existence."
Dr. Goldmann asserted that
"the status of Israel in con-
temporary life is closely related
to the problem of securing
Jewish survival in a distraught
world. - Israel must fill the
void in Jewish spiritual and
secular values obtaining as a
result of the destruction of
flowering Jewish centers in
Central and Eastern Europe
during World War II.
Mendel N. Fisher, executive
director of the Jewish National
Fund of America, reported to
the convention that the fund
had planted 32,000,000 trees
and is providing land for 600
agricultural settlements in Is-
rael.
Moshe Shapiro, former
Minister of Religion of Is-
rael, criticized David Ben-
Gurion "isolating" his gov-
ernment from Jewish com-
munities throughout the
world by introducing secular-
ism in Israel.
Shapiro said Ben-Gurion had
erred in giving "a secular def-
inition of what constitutes a
member of the Jewish people."
He said "the question of Jew-
ishness has always been de-
termined by our rabbinical au-
thorities who had been guided
by the precepts of our relig-
ious teachings" and added that
Ben-Gurion and his associates
"wish to usurp this precious
authority and to convert it into
a civil and secular matter in
utter disregard of religious
teachings."
In one of a series of resolu-
tions adopted by the delegates,
they called upon the Soviet
Union to grant "full and com-
plete religious liberty and un-
restricted cultural freedom to
its 3,000,000 Jewish citizens.
They also adopted resolutions
asking for relief from blue-
laws for Sabbath - observing
Jewish businesses and appeal-
ing to American Jews to lend
greater support to Israel fund-
raising drives.
Rabbi Stollman was re-elected
president and Rabbi Joseph B.
Soloveitchik was named hon-
orary president. Dr. Bernard
Bergman and Rabbi Modecai
Kirschblum were re-elected
honorary chairmen and Samson
Krupnick was returned as
chairman of the executive
board. Charles Bick, Max Hag-
ler, Dr. Spar and Mendel Sieg-
man were named to the newly-
created board of governors.
