JERUSALEM. — Establish-
ment of an integrated chemical
combine to exploit the mineral
resources of the Negev was
urged here Tuesday in a report
handed the government by a
joint Israel-United Nations de-
velopment board which, under
the chairmanships of Sir Ben
Locksperiser, one of Britain's
foremost scientists, has studied
Israel's natural resources.
The report notes that mineral
deposits in the Negev are so sit-
uated as to "form a natural

could give 'a new look' to Is-
rael's balance of payments."
The report noted that both
production and rate of produc-
tivity in government owned cor-
porations, involved in develop-
ing mineral resources, had
risen, and that the exploration
of Israeli chemicals had in-
creased by 250 percent. By way
of criticism, the report noted
that the government companies
invested less than one percent
of the total production in basic
research.

JERUSALEM. — Talks began
Tuesday between Prime Minis-
ter David Ben-Gurion and lead-
ers of the national religious
party on the question of the
religious party's return to the
coalition government. •
The religious bloc, made up of
Mizhachi and Poale Hamizrachi,
quit the government several
months ago in a dispute over
the definition of "Jew" for
identity card registration pur-
poses. The majority voted then
in favor of a liberal definition
which would . permit anyone de-
claring himself to be a bona fide
Jew to be registered as such.
The religious parties, backed by
the Chief Rabbinate, insisted
that Jewishness had to be de-
fined according to Jewish law.
The talks, which opened Tues-
day, were aimed at finding a
definition acceptable to both
sides. Observers said a final de-
cision was likely before the end
of the week, when Moshe Sha-
pira, religious party leader, who
quit as Minister of Religions in
the dispute, was scheduled to
leave for a visit to the United
States.

Atomic Energy Commission,
last week was named by Pres-
ident Eisenhower as Secre-
tary of Commerce, to succeed
Sinclair Weeks, who resigned
from the Cabinet post. Strauss
was secretary to Herbert Hoo-
ver from 1917 to 1919 when
Hoover was director of the
American Relief Administra-
tion overseas. He served in
the U.S. Navy from 1926 and
was named Rear Admiral,
USNR, in 1945. He was presi-
dent of the Institute for Ad-
vanced Study at Princeton, a
trustee of Congregation
Emanu-El, New York, and
holds a score of other im-
portant positions. He w a s
awarded honorary doctores by
the Jewish Theological Semi-
nary, Hebrew Union College
and Case Institute of Tech-
nology.
Congressmen expressed cer-
tainty that Strauss will meet
with no opposition in con-
firmation by the Senate. Un-
til Congress reconvenes in
January, Strauss will serve
under a recess appointment.
Strauss is the first Jew to
serve in the United States
Cabinet since Henry Mor-
genthau Jr. was Secretary of
the Treasury under FDR.
