a panel of 17 political scientists,
economists and businessmen,
working under the aegis of the
Institute.
The plan proposes establish-
ment of a "United Nations Re-
patriation and Resettlement Au-
thority" patterned after the
Mixed Armistice Commission,
but responsible to the General
Assembly and charged with the
task of repatriation and resettle-
ment of the Arab refugee. The
authority (RRA) would receive
its funds from Israel and the
Arab States, from other mem-
bers of the United Nations and
from Arab States' oil revenues.
Repatriation Plan
Refugees who could prove
residence in what is now Israel
prior to 1948 would be given
the option of settlement in one
of four areas of Palestine where
they would be provided with
"satisfactOry housing and a farm
or other means of livelihood"
and, if settling in Israel, would
have all the rights and obliga-
tions of citizenship.

Ask Synagogue Council
to Inter-Church Center
Dedications on Oct. 12

In a demonstration of inter-
faith fellowship, the leadership
of the major Protestant denom-
inations in the United States
has invited the Synagogue Coun-
cil of America to represent the
Jewish community at the dedi-
cation on Oct. 12 of the Inter-
church Center here at which
President Eisenhower will
speak.
The Interchurch Center will
be the first national headquar-
ters for Protestant, Anglican
and Orthodox churches. It will
occupy an entire block, provided
by John D. Rockefeller, Jr.,
near the Jewish Theological
Seminary in Upper Manhatton.

The Quaker leader who

East political and economic

pact, made his proposals in a
letter to the Wall Street Jour-
nal. For Arabs not repatriated,
Pickett suggested equitable com-
pensation. He recommended
that Jerusalem and its environs
be internationalized as recom-
mended by the United Nations
General Assembly in 1947 and
that both Israel and the Arab
states participate in the adminis-
tration of the internationalized
region.
