TEL AVIV (JTA)—Brig.
Gen. MOSHE DAYAN, for-
mer Chief of Staff of the Is-
rael Army of Defense, will
resign from the Army effec-
tive Nov. 1, a spokesman for
the Ministtry of Defense, an-
nounced. The Israeli press
speculated whether Gen. Day-
an's decision means that he
intends to enter political life.
Bring Erich Koch
to Trial in Poland
VIENNA (JTA) — The trial
of Erich Koch, former Nazi
Commissioner in the Ukraine,
who directed the mass annihila-
tion of tens of thousands of
Jews during the Nazi occupa-
tion of the Ukraine, will open
in Warsaw on Oct. 20, it was
announced by Warsaw radio.
The trial is expected to last
about three weeks. During the
Nuremberg War Crimes Trials,
it was testified that on Koch's
orders Jews were executed in
the Ukraine twice a month.
Koch is especially responsible
for the mass murder of many
thousands of Jews in the city
of Rovno, where he maintained
his headquarters.
Koch was arrested in the
British zone of Germany after
the fall of the Nazi regime
where he was working as a
farm hand under an assumed
name. He was handed over in
1950 to the Polish authorities
to be tried in Poland as a war
criminal. Several dates were
set in Warsaw for his trial,
but they were postponed be-
cause of his ill health. Medical
authorities, who have visited
him in the prison hospital in
Warsaw, established that he
is now able to stand trial, the
Warsaw radio reported.

TEL AVIV—Congressman Emanuel Celler proposed that
the United States conclude a defense pact with the State of
Israel and that Israel be admitted as a full member of NATO .. .
The Income Tax Division of the Israel Treasury was the target
of brisk criticism for publishing in many Israel newspapers a
large advertisement listing tax evaders who have been sentenced
by the courts . . . A joint Israeli-Japanese fishing company has
been established at Elath to operate in waters off the Union of
South Africa, Jacob Merider, a member of the Knesset, an-
nounced. . . . A four-man delegation from the French Sudan
is currently touring Israel studying its settlements, irrigation
system and industries. . . . Roberto S. Villa, Deputy Governor
of Puerto Rico, who also is visiting Israel, said that his country
needed Israeli labor experts and public works planners.
JERUSALEM—Chief Rabbi Isaac Halevi Herzog has drawn
the attention of the Moscow Chief Rabbi Yehuda Levin of at-
tempts to "slander" the Israel Embassy staff in Moscow . . .
Rabbi Herzog sent to Rabbi Levin copies of letters purporting
to come from Soviet Jews, all of them uniform in content and
charging the Embassy staff with interrupting synagogue services
and desecrating the Sabbath. Calling the letters a "malicious
attempt to create rifts between Jews," Rabbi Herzog expressed
astonishment at the tactic and wrote that from his personal
acquaintance with the Embassy staff, he was certain the charges
were not true . . . Israel will halt her purchases of surplus
butter from the United States. The official explanation for the
move was that there was no public demand for the butter at
present prices . . . About 20,000 Jewish irregulars fought as
guerillas against the Nazis during World War II in Europe,
according to "Jewish Partisans," a book of historical research
to be published in Tel Aviv this month. The book cites docu-
mentary information on such Jewish irregular fighting both
inside and outside of the European ghettos . . . Growing Arab
nationalism made improvement of relations between Israel and
the Arab states "practically impossible' in the past year, the
Israel government declares in the foreign policy review in the
official government Year Book currently being readied for
publication. . . . The Israel Cabinet rejected a recommendation
by Justice Minister Pinchas Rosen that Police Minister Behor
Shitreet resign over irregularities in Israel's prison system
which enabled Arab prisoners to break out of prison. . . . The
concern of the Israel government over the projected diversion of
the waters of the Yarmuk River in Jordan with American aid
was brought to the attention of the United States government,
with the statement that he Israelis are concerned that removal
of the waters of the Jordan, which now empty directly into the
Jordan River, may eventually result in salination of water cur-

York, has been named Israel's new Minister for Financial and
Economic Affairs at the Embassy in Washington, it was an-

NEW YORK—Striking gains in the employment of Jews
and other members of minority groups in the banking industry
were reported by Charles Abrams, chairman of the New York
State Commission Against Discrimination. Citing evidence of a
chnage in this and other industries in which Jews had been
employed 13' years ago when SCAD began its activities, AbramS
caled the lessening of bias in employment a "marvelous tribute"
to the legislation. He noted that from a handful of Jews employed

PARIS—The United Hias Service assisted 7,000 Jews from
European and North African countries to migrate to countries
other than Israel during the past Jewish year; it was - announced
here by Harold Traube, director of Hias. . . -A slashing attack
on Israel has been published by the anti-Semitic weekly "Aspects
de France" in an editorial written by Xavier Vallat, one time
Commissioner for Jewish Affairs in the puppet Petain, govern-
ment of France. . . . A three-year plan for the erection of a
network of Jewish community centers in 20 French cities at an
estimated cost of $2,200,000 was submitted to the Conference on
Jewish Material Claims Against Germany .by the Fonds Social

... The French government has granted a scholarship to Rananah
Ben-Gurion, daughter of the Israeli Premier, to study at the
Foster Institute.
LONDON—The Board of Deputies of British Jews, in a
public statement, has expressed its "abhorrence" of the recent
race riots between white gangs and Negro residents in London
and other British cities. The statement underlined the relation-
ship between these events and the propaganda of extremist
groups . .. In a forthright statment condemning the recent race
rioters in London and other British cities, R. N. Carvalho, presi-
dent of the Anglo-Jewish Association, linked the anti-Negro
demonstrations with anti-Jewish and anti-foreign propaganda of
the Fascist Union Movement . . . It was. reported that police are
sifting evidence that the race riots were fomented by Oswald
Mosley's Union Movement and the League of Empire Loyalists,
which in the past have demonstrated hositility to Jews. .

SAO PAULO, Brazil—A cornerstone was laid here for the
Albert Einstein Jewish Hospital, an institution which the Jewish
community of Sao Paulo, Brazil's second city, will present • to
the municipality.
HAVANA—Israel and Cuba signed a trade pact giving Israel
the status of a "most favored nation." The agreement, signed at
the Cuban Foreign Ministry by David Shaltiel, Israel's Minister
to Cuba, provides for Israel to purchase Cuban sugar and sell a
number of Israeli products in Cuba, chiefly textiles and plywood.
