Hammarskjold's staff circu- lated his annual report on the UN Emergency Force. In the report, which will be discussed by the General Assembly, Ham- marskjold declares that UNEF is "well organized and func- tions smoothly" and that be- cause of UNEF's work "virtual- ly unbroken quiet has prevailed along the entire line between Egypt and Israel." In circulating the report, the Secretariat noted: "A separate study of the experience gained by UNEF is to be published at a later date. It might serve as a basis for the possible creation of a United Nations 'stand-by force.' Existence of Israel Dag Confers with B-G Limits Nasser's Daring, on ME Developments Herzog Tells NCRAC JERUSALEM, (JTA) — Un- NEW YORK (JTA)—Yaacov Herzog, Minister of the Israel Embassy in Washington, told the executive council of the National Community Relations Advisory Council that when President Nasser of the United Arab Republic denounces Israel as a "menace" and "creation of imperialism" what he really resents are the limits imposed on his own imperialist ambitions by the very existence of Israel. Herzog said "Col. Nasser's latest outbursts against Israel confirm the central fact that Israel's deterrent capacity is not only the guarantee for her own safety but also a stabilizing fac- tor for the Middle East in gen- eral. It was Col. Nasser's ex- pansionist policy which started the arms race in the Middle East. "As the dust settles on the latest phase of the continuing Middle Eastern crisis one can perceive a growing interna- tional appreciation of Israel's peaceful intent a n d inherent stability. Israel must be strengthened promptly in order to be in a position to face up to the perils which will con- front her in future phases of the crisis," he said. New Orleans Hospital Halts Routine Surgery for High Holy Days NEW ORLEANS, (JTA)—In a reversal of policy, Touro Hos- pital in this city has announced that its operating rooms will not be open for routine surgical procedures during the first day of Rosh Hashanah and on Yom Kippur. However, staff and fa- cilities will be maintained to perform emergency operations. The hospital's action followed a campaign within the Jewish community to afford Jewish holidays the same recognition given Christian holidays. Public clinic work has been suspended on Jewish holidays for a num- ber of years. The action by the hospital's board of trustees followed a survey of Jewish hospital prac- tices in major American cities. It was discovered that of 17 Jewish hospitals in cities of ap- proximately the same size as New Orleans, all but one closed their operating rooms for the Jewish holidays, except for emergencies. London Jews Replace School Blitzed in War LONDON (JTA) — Members of the London County Council joined leaders of the British Jewish community here at the opening of the new Jewish sec- ondary school established to suc- ceed the famed Jews Free School which was destroyed in the London blitz after more than 200 years of operation. The new school, which will carry the name off the Jews Free School, is located in the Camden Town district. Although it is registered as a "voluntary institution," its Board of Guard- ians has 12 Jewish members, representing the Jewish com- munity, and six members nomi- nated by the London County Council. The Council under- writes the cost of the standard education given the school's students, as in all other schools, and the Jewish community cov- ers the cost of the education in Jewish religious subjects. The London County Council provided funds for construction of a school equal in capacity to that destroyed by enemy action. The Jewish community had to provide 100,000 pounds ($280,- 000) to enlarge the school to accommodate 1,000 children. ited Nations Secretary General Dag Hammarskjold left Israel for Baghdad after a two-hour meeting with Premier David Ben-Gurion on Sept. 6. An Israeli statement said that the two statesmen, and for part of the time their aides, had discussed Middle East develop- ments in a general way. For the first hour, the two men conferred alone. Later they were joined by their advisers, including Maj. Gen. Carl C. von Horn, UN truce chief, and Dr. Walter Eytan, director general of the Israel Foreign Ministry. Mrs. Golda Meir, Foreign Minis- ter, was not present. In advance of Mr. Hammar- skjold's visit, Israeli sources indicated that Israel would not only expect to be "filled in" on the course of developments among the Arab states, but would expect its own views on this and related developments to be sought and heeded. Sultan Gives Sephardic Community to Pakistan LONDON, (JTA) — A num- ber of Sephardic Jews were among the - 6,000 inhabitants of the city of Gwadar on the south- west Pakistan coast awarded to Pakistan by the Sultan of Mus- cat and .Oman. The Sephardic Jewish community in Gwader is of ancient origin. The city, and a surrounding enclave of 299 square miles, is situated on the north shore of the Arabian Sea and the Gulf of Oman. The territory was . ceded to Pakistan by the Sultan as a gesture of goodwill. The British Government handled arrange- ments for the peaceful transfer. Pakistan's Jewish population is estimated at about 650, mostly in Karachi. Bonn Ministry Backs BONN, (JTA) — The Federal Ministry of Justice has put its support behind a proposal to set up a central commission to investigate crimes committed against Jews and others in the Nazi concentration camps. The proposal was recently made by Erich Nellman, Attor- ney General of the State of Wuerttemberg, who suggested that such a body be placed di- rectly under the jurisdiction of Plan to Oust Nazis the Federal Attorney General's office. Herr Nellman outlined, in an interview with the Stutt- gart Zeitung, a structure with a seperate police force and le- gal staff to insure speedy and efficient investigations. Herr Nellman declared that German justice "should not per- mit (Nazi) murderers and their henchmen, who in part have been re-employed by the state, to go unpunished."
