WASHINGTON, (JTA)—Indi-
viduals prejudiced against Ne-
groes do not necessarily dislike
Jews, according to a new study
reported here.
The analysis of anti-Semitic
and anti-Negro attitudes was re-
ported to the American Psycho-
logical Association. The study
was made under direction of
Dr. Peter T. Pompilo of the
Seton Psychiatric Institute of
Baltimore, Md.
Dr. Pompilo's findings tended
to support a notion of different
and relatively independent
forms of prejudice. The con-
cept of the authoritarian per-
sonality, prejudiced against
Jews and Negroes alike, was not
supported. Results indicated
that anti-Semitism and anti-
Negroism are independent and
separate attitudes, not overlap-

Lowenthal as co-chairmen.
Dr. Heller was formerly na-
tional chairman of the United
Jewish Appeal, chairman of the
United Palestine Appeal and a
vice-president of the Zionist
Organization of America. He
also was president of the Labor
Zionist Orangization. Rabbi for
32 years of Isaac M. Wise Tem-
ple in Cincinnati, he was also
president of the Central Con-
ference of American Rabbis.

The analysis suggested that
"anti-Negroism and anti-Semi-
tism do not reflect an under-
lying, generalized prejudicial at-
titude." That they are indepen-
dent prejudices was indicated
by a low correlation discovered
ill prejudicial attitudes.
The conclusion stated by Dr.
Pompilo was that "in general
the results do not suggest a gen-
eral factor of prejudice, but do
support the idea that anti-Ne-
groism and anti-Semitism are
independent variables reflecting
different attitudes toward these
two groups. As a matter of fact,
three sets of attitudes toward
the two minority groups under
investigation are suggested from
this research."
He listed these three attitudes
as "factor A, representing peo-
ple who are clearly and only
anti-Negro; factor C, represent.
ing people who are clearly and
only anti-Semitic; and factor B,
representing people who are
prejudiced toward both groups
indiscriminately."
Dr. Pompilo described the
study as tentative and indicated
that more extensive research is
necessary before definite, final
conclusions may be drawn. The
group used for the study in-
cluded white, non-Jewish volun-
teer subjects from an above-
average education and socio-
economic level.

Israel Seeking U. S. Aid for Jordan Irrigation Plan

JERUSALEM, (JTA)—Israel
will shortly submit to Washing-
ton a request for financial as-
sistance for the building of a
national irrigation system using
the waters of the Jordan River.
The request will be put for-
mally to the U.S. Export-Import
Bank which recently granted Is-
rael a $25,000,000 loan for local
irrigation schemes which, lir w-
, do not visualize the use
ever,
of Jordan waters.
It is believed that the Is-
raeli plea for assistance will re-
fer to the regional water de-
velopment plan proposed sev-
eral years ago by Eric Johnston,
then acting as President Eisen-
hower's personal representative
in the Middle East. When the
Johnston plan fell through, due
to Arab intransigeance, it was
suggested that each country in
the region develop its own irri-
gation and power programs—
but in such a fashion that it
could later fit into a regional
network.
With this goal in mind, Jor-
dan assisted by American ex-
perts—has worked out plans for
the utilization of the Yarmuk
River, main tributary of the
Jordan River, which is in small
part used by Israeli farm settle-
ments. At the same time, that
the Jordan plan for Yarmuk ir-
rigation development took final
shape, Israel's plans for use of
the Jordan River were com-
pleted and will be forwarded to
Washington, together with the
request for financial support.
